Discussion ensued relating to format for goals and action steps. <br /> <br />Mt'. Norman rcad thc goals and noted that some of them were exactly the same as the year <br />before. <br /> <br />Mayor (Jamec clarified that these will be the main goals and inquired when we will officially <br />start on the real comprehensive plan. <br /> <br />Council reviewcd the numbered goals on page 29 of the agenda packet. Councilmember <br />Strommcn suggested combining Goal #9 which is "Complete the 2008 Comprehensive Plan <br />update, which is a statutory requirement" with Goal #3 which reads "Implement a plan for urban <br />growth in thc City". She stated they are really the same. <br /> <br />Mayor (iamec asked about Goals 6 and 7 being combined. The titles of them are "Modify <br />Comprehensive Plan, Transportation Section, to include a multi-modal transit plan that <br />specifically includes the Northstar Station" and "Advocate with other agencies to develop a <br />Regional Transportation Plan to support the needs of the Ramsey community". <br /> <br />C, ouncilmember Cook felt that the two goals (6 & 7) didn't have anything to do with each other. <br /> <br />Councilmcmber Elvig stated that Council just voted to do R-1 in new clustering in the northern <br />part o [' thc City and wondered if that should be an amendment to the Comp Plan. <br /> <br />Councilmcmber Cook responded that it is not a change in rezoning at all - it doesn't change the <br />density. <br /> <br />Mr. Norman stated he would be in favor of combining Goals #3 and #9 but suggested adding an <br />extra bullet: Begin working on the 2008 Comp Plan to talk about the larger process". <br /> <br />(',ouncilmembcr Elvig stated that all the above factors are an effort to work on the 2008 Comp <br />Plan. <br /> <br />Councilmcmbcr Jeffrey stated that the Specific Performance Focus Points are not too far off the <br />action steps. It could be a mistake' for us to take them off. He suggested adding a little more <br />detail but these are basically the action steps. <br /> <br />C, ouncilmcmbcr Strommen stated they could be rewritten to be action steps. <br /> <br />Council m e~nber Elvig inquired what staff is hoping to get accomplished tonight. <br /> <br />Mr, Norman stated that we fine-tuned this document last year and that took about three meetings. <br />Staff then placed it on an agenda for formal adoption.
