make sure they were really comprehensive on this. I-Ie stated the current Council is interested in
including all age groups in planning recreation.

Chairperson Johns thought they might want to also consider a picnic area off the trail or green
space within the development and not only a tot lot.

Case #6: Update to Performance Standards for Trails

Civil Engineer E Linton stated the construction of sidewalks and trails at the time of
development has been a priority for several years. The requirements .have been expanded in
recent years to include requiring extension of trails along 'existing right-of-ways to connect to
existing trails or intersections. The proposed trail plans varied in level of detail and considerable
effort was often required to get developers to provide adequate plans. Staff recognized this and
forwarded performance standards to the Public Works Committee in Jahuary 2005. The Public
Works Committee forwarded the/r recommendations to the full Council in February 2005.

Civil Engineer ri Linton noted they are recommending putting trails along both sides of MSA,
State and County roads. Trails that are adjacent to the development shall be placed in a 14 foot
wide trail easement inside the property line. Trails outside the development shall be placed with
the edge of pavement two feet inside the fight-of-way. Sidewalks will be required on both sides
of main arterial roads in medium and high density developments. Trail shall be constructed
within two feet of the property line where feasible and within two feet of the fight-of-way line
where it is not feasible to be inside the property line.

Commissioner Olds wondered if there would be any instance where the trail would not be paved.

Civil Engineer ri Linton did not think this was envisioned. Everything would be paved.

Chairperson Johns asked if they needed to indicate standards for curb cuts going onto streets.

Civil Engineer II Linton stated this was pretty standard.

Parks/Utilities Supervisor Riverblood stated they have an obligation to make sure all new trails
meet ADA standards.

Commissioner LaMere asked if they had an opportunity to catch up and find where they need to
change curb cuts to meet the new standard.

Parks/Utilities Supervisor Riverblood stated they are working on this and have found fourteen
areas where they do not meet ADA standards and added to the Master Trail Plan and they plan on
addressing these issues and changing a few each year by bidding them out.

Park and Recreation Commission/March 10, 2005
Page 8 of 11
