Parks/Utilities Supe~wisor Riverblood stated at this point there are full trail easements along the <br />east part of the plat, at which point the trail might cross to the north of Trott Brook. He stated it <br />was his understanding that the Community Development staff may be considering a need for a <br />fi~ture road crossing dedication for this neighborhood. <br /> <br />The Commission discussed the trails within the development on the map. <br /> <br />Parks/Utilities Supervisor Riverblood thought more work needed to be on the trail alignment. <br /> <br />Commissioner Olds asked if this trail or any trail in the City have the potential of being placed in <br />a wetland buffer zone. <br /> <br />Parks/Utilities Supervisor Riverblood stated they do not presently have a wetland buffer <br />ordinance. He thought the trail would be set outside of the wetland. <br /> <br />Corem issioner Shryock stated when they go through conservation areas, what kind of guidelines <br />al loxvs a City to build a boardwalk or bituminous trail when a homeowner cannot do anything. <br /> <br />Parks/Utilities Supervisor Riverblood stated he thought a boardwalk would be. permitted to be <br />put in even by a homeowner but they could not do any filling in of wetland. <br /> <br />Civil Engineer I1 Linton stated the description of the easement stated that in order to access the <br />property, they would need a trail. <br /> <br />Case #5: Sketch Plan Review for Sweet Bay. Ridge <br /> <br />Civil Engineer II Linton explained Oakwood Land Development has submitted sketch plans for <br />Sweet Bay Ridge, the former St. Anthony Gun Club Property. This project was' submitted in <br />Jamtary with the note that it was tabled by the Planning Commission until the March 2005 <br />meeting. This development is in the Trott Brook Recreation District. This project will require a <br />comprehensive plan amendment. The Planning Commission case details the comprehensive plan <br />amendment process. <br /> <br />Chairperson Johns stated she would like to have staff put together information for the Trott <br />Brook Recreation District to review for the next meeting to identify what park and green space is <br />available in this area. <br /> <br />Commissioner Shryock stated she was concerned they were trying to smash in density when they <br />do not have transportation or sewer and water in the area. She would like to see the <br />developments at a lower density. She thought with the densities being put in the area, the <br />dev¢lol?ers may need to consider smaller tot lots around the developments~ She noted they do not <br />have thc transportation or utilities to meet the higher density being proposed in the new <br />developments. <br /> <br />Fire Cl]ief Kapler stated Council went through a strategic planning session and as far as <br />recreation goes, they had a lengthy discussion that they focus on all age groups.
