Parks/Utilities Supe~wisor Riverblood stated at this point there are full trail easements along the east part of the plat, at which point the trail might cross to the north of Trott Brook. He stated it was his understanding that the Community Development staff may be considering a need for a fi~ture road crossing dedication for this neighborhood. The Commission discussed the trails within the development on the map. Parks/Utilities Supervisor Riverblood thought more work needed to be on the trail alignment. Commissioner Olds asked if this trail or any trail in the City have the potential of being placed in a wetland buffer zone. Parks/Utilities Supervisor Riverblood stated they do not presently have a wetland buffer ordinance. He thought the trail would be set outside of the wetland. Corem issioner Shryock stated when they go through conservation areas, what kind of guidelines al loxvs a City to build a boardwalk or bituminous trail when a homeowner cannot do anything. Parks/Utilities Supervisor Riverblood stated he thought a boardwalk would be. permitted to be put in even by a homeowner but they could not do any filling in of wetland. Civil Engineer I1 Linton stated the description of the easement stated that in order to access the property, they would need a trail. Case #5: Sketch Plan Review for Sweet Bay. Ridge Civil Engineer II Linton explained Oakwood Land Development has submitted sketch plans for Sweet Bay Ridge, the former St. Anthony Gun Club Property. This project was' submitted in Jamtary with the note that it was tabled by the Planning Commission until the March 2005 meeting. This development is in the Trott Brook Recreation District. This project will require a comprehensive plan amendment. The Planning Commission case details the comprehensive plan amendment process. Chairperson Johns stated she would like to have staff put together information for the Trott Brook Recreation District to review for the next meeting to identify what park and green space is available in this area. Commissioner Shryock stated she was concerned they were trying to smash in density when they do not have transportation or sewer and water in the area. She would like to see the developments at a lower density. She thought with the densities being put in the area, the dev¢lol?ers may need to consider smaller tot lots around the developments~ She noted they do not have thc transportation or utilities to meet the higher density being proposed in the new developments. Fire Cl]ief Kapler stated Council went through a strategic planning session and as far as recreation goes, they had a lengthy discussion that they focus on all age groups.
