CONSIDER PARK AND TRAIL DEDICATION FOR <br />SHADE TREE COTTAGES <br /> By: Leonard Linton, Civil Engineer II <br /> <br />CASE <br /> <br />Itackground: <br /> <br />Shade Trec Communities, LLC has submitted the preliminary plat for Shade Tree <br />Cottages. The project is at the north end of Potassium Street, which is unimproved. The <br />existing street will need to be improved to serve this development and the adjacent Rum <br />River Estates. The proposed street improvements are included in these plans. The <br />project will connect to 157th Lane using the existing Radium street stub. This project is in <br />thc Oak Recreation district. The Planning Commission case and exhibits are attached. <br /> <br />Observation: <br /> <br />The property is 28 acres in size. The applicant is proposing to develop 16 single family <br />lots and 26 single unit detached townhomes on the site. The project is proposed to be <br />processed as a Planned Unit Development (PUD). The PUD is being pr6posed to allow <br />deviations from the City standards for residential development and to allow for the mix of <br />townhomes and single family lots. The site has wetlands that will be impacted by the <br />construction. The wetland mitigation plan must be approved by the Lower Rum River <br />Water Management Organization. <br /> <br />The project abuts Nowthen Boulevard, County Highway 5. The Council recently <br />adopted a policy to require trails along all state, county and MSA highways. The review <br />letter for the preliminary plat indicated that a trail along Nowthen Boulevard will be <br />reqnired, Staff indicated that a trail connection through the site would be accepted ii' <br />c×isting conditions will not permit construction of the trail in the right-of-way. The trail <br />through the site will need to be covered by a trail easement if it is used to fulfill -this <br />requirement. The trail will need to connect to the nearest intersections wh/ch are 157th <br />Lane and Nowthen Boulevard to the northwest and the northern extension of Old <br />Nowthen Boulevard and Nowthen Boulevard to the southwest. The portions of the trail <br />ct3nstructed outside the plat would be eligible for trail credit. The developer is required to <br />construct a sidewalk along Potassium Street. <br /> <br />The preliminary plat does not show any park dedication. Open space is required under <br />th.¢ PUD requirements. The open space does not have to be dedicated as park and on this <br />project the open space includes the common areas around the townhomes. <br /> <br />23 <br /> <br /> <br />
