Mission <br />The City previously has adopted a mission to "work together to <br />responsibility grow our community, and provide quality, cost- <br />effective, and efficient government services." This section describes how the Parks and <br />Recreation Department will instill the City mission throughout <br />the Park System Plan and various aspects of recreation <br />programming. <br />Core Values <br />The Parks and Recreation Department will reflect all of the <br />City's Core values in program development, with a focus on the <br />following: <br />FISCAL RESPONSIBILITY The Department will evaluate <br />parks and programs with cost efficiency in mind. Fiscal <br />responsibility can be achieved through careful planning to <br />ensure services offered are beneficial and relevant for residents. <br />Parks and recreation services aim to strike a balance between <br />accessibility, financial stability and overall community benefit. <br />Added community value from parks and recreation can be <br />carefully analyzed and considered when planning for the future <br />of parks and programming. page x will highlight the framework <br />for recreation program funding and fee setting theory. <br />COOPERATION AND TEAMW The Parks and <br />Recreation Department takes great pride in partnerships. <br />Mutually beneficial relationships are formed with local entities <br />when possible. Healthy partnerships are essential to build a <br />strong community and help provide higher quality programs <br />for residents and simultaneously promoting the local economy. <br />page x provides details and examples on partnerships. <br />EXCELLENT- <br />c c° A n r r c Services provided by the Parks and Recreation <br />Department aim to be responsive to residents to ensure <br />programs create added value on the individual and community <br />level. Open communications and feedback from residents are <br />valuable tools in recreation programming. Framework for how <br />these services will be provided can be found in section X. <br />ADAPTABILITY AND CONTINUOUS LEARNING Parks <br />and Recreation services take pride in promoting continuous <br />learning for all. Programs aim to be adaptable to meet the <br />trends in Ramsey and recreation overall. A variety of services <br />can be offered to keep regular participants engaged as well as <br />encourage new users.
