PROGRAM PLANNING CONSIDERATIONS <br />[Introduction Facilities, Staff and Funds -- Program Factors: <br />Demographics and Demand, Community Benefit, Program <br />Categories] <br />Facilities, Staff and Funds <br />FACI LITI ' Facilities are one of the base components of <br />programming, as they can limit or expand opportunities. <br />Ramsey has utilized City facilities such as Ramsey City Hall, <br />Elmcrest Park, and Central Park for regular programming. <br />These are high use facilities for both the City and private <br />residential requests. Additionally, local elementary schools <br />and Adrenaline Sports have been reserved for some fitness <br />classes, however there are additional fees and other <br />programs that take priority in these highly desired spaces. <br />In the future, facilities dedicated to parks and recreation <br />programming will improve the quality, quantity and cost of <br />programs. In the meantime, the Department can make im- <br />provements on current spaces to allow them to be multi -use <br />for programming, maintain mutually positive partnerships <br />in the community to use other space when necessary. When <br />creating new park facilities, they should be planned with a <br />multi -use mindset. <br />STAFFIN Staff is another base component of program- <br />ming, and can [make or break-- capacity to strengthen <br />organization/connections/community building] a program. <br />As Ramsey is still developing recreation programs, t[[here <br />are no full time recreation specific staff. Programs are <br />primarily"outsourced"or offered in conjunction with part- <br />ners.-- ]continues to develop and refine, staff as well as oth- <br />er resources can be evaluated to be responsive to residents] <br />As a product, strong relationships have been made in the <br />community. When the time comes, city leaders may decide <br />to specialize staff for programming to offer a wider breadth <br />of opportunities to keep up with a growing population. <br />Funds are the final base component to the foun- <br />dation of recreation services. As funds are finite, a system <br />may be in place to prioritize program offerings which pro- <br />vide the most community benefit {reference cost framework <br />section}.
