The Pyramid Methodology is an effective starting point to <br />prioritize programs. However, the pyramid exists on a sliding <br />scale and categories are not black and white. Other factors <br />may influence final positioning on the pyramid. Other than the <br />general reach of the program, the following are essential factors <br />to account for as programs are developed: <br />what are the benefits to this service? who <br />receives the benefit? what other opportunities to the public <br />provide this benefit? <br />is this service accessible to everyone equally? <br />Does it directly exclude anybody or is it restricted by diver- <br />sity factors? <br />is the organization responsible for <br />providing the service, through legal mandates or mission? <br />is this a service that residents have been requesting or <br />that would add considerable value to the community as a <br />whole? <br />nrr, R 4f A I 1 °L what is the perceived public value by <br />constituents, city staff and leadership, and policy makers? Is <br />it a community builder? <br />what is the impact on existing <br />resources, other users, and the environment?
