Fee Consideration Theory <br />This plan's premise is to engage as many residents as possible <br />and efficiently provide the most added value to the community. <br />Programs that offer significant community benefit may be <br />offered at low or no cost for participation. By offering these types <br />of programs at a lower cost, it helps to ensure added value of <br />participation is maximized. Additionally, it can promote an active <br />community and healthy living for residents. Programs which offer <br />significant individual benefit with less broad community value will <br />aim for higher cost recovery percentages. <br />Accounting for the Future <br />As Ramsey's population grows, and Parks and Recreation offerings <br />become established, the demand for recreation services will rise. <br />Ramsey's fee policy should be structured to adapt along side the <br />City as it continues to grow in the years to come. An increase in <br />residents will coincide with changes in our overall demographics <br />and needs as a city. Adaptations to the fee setting policy may <br />become necessary. As policy makers evaluate municipal services <br />city-wide, the option for a Parks and Recreation Passport system <br />may become a more viable prospect for a future option to balance <br />access and fee setting. <br />Parks and Recreation Passport <br />An annual Passport fee helps subsidize costs for programs that <br />promote overall well-being and healthy living to the community <br />as a whole. A Program Passport becomes especially valuable to <br />both the City and residents once programs established with wide <br />variety of offerings. The City will collect a fee for the Passport, while <br />the residents receive the benefits of being a Passport holder. This <br />type of structure allows the necessary flexibility to adapt overtime <br />alongside Ramsey. Pass holders gain access to programs that add <br />significant value to the community as a whole, for little or not cost. <br />Some benefits of being a pass -holder could include: <br />• Reduced or waived fees for programs that promote healthy <br />and active living <br />• Reduced fees for last minute unfilled spaces in classes <br />• Discount for bringing a first time user <br />• Email newsletter with "first to know" about new offerings <br />• Special events for pass holders <br />• Access or discount to services from partnered private providers <br />PLANNING <br />FACTORS <br />xxxxxxxxxxx <br />xxxxxxxxxxx <br />CITY OF RAMSE PARK SYSTEM PLAN <br />
