4. That the Sign will/will not be constructed and maintained so as to be harmonious and <br />appropriate in appearance with the existing or intended character of the general vicinity <br />and will/will not change the essential character of the area. <br />5. That the Sign will/will not be hazardous to existing or future neighboring uses. <br />6. That the Sign will/will not impact essential public facilities and services, such as highways, <br />streets, police and fire protection, drainage structures, or schools. <br />7. That the Sign will/will not create excessive additional requirements at public cost for public <br />facilities and services and will/will not be detrimental to the economic welfare of the <br />community. <br />8. That the Sign will/will not involve uses, activities and equipment that will be detrimental <br />to any persons, property, or the general welfare by reason of excessive production of traffic, <br />noise, smoke, fumes, glare or odors. <br />9. That the Sign will/will not be consistent with the intent and purposes of the Zoning <br />Chapter. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the Ramsey City Council hereby grants approval of a Conditional Use Permit (the "Permit") <br />for an oversized ground sign on the Subject Property contingent upon the following conditions: <br />CONDITIONS <br />1. That this Permit allows for an oversized ground sign (the "Sign") on the Subject <br />Property, not to exceed 999 square feet in area or sixty (60) feet in height. <br />2. That the Permittee shall obtain all necessary permits, including a Sign Permit, prior to <br />construction of the Sign on the Subject Property. <br />3. That the Permittee and City shall enter into a Sign Easement and Maintenance Agreement <br />and execute an before commencing construction of the Sign on the Subject Property. <br />4. That a survey, completed by licensed surveyor, of the Subject Property must be completed <br />to verify that the determined Sign location will not conflict with existing utilities or <br />encroach upon any easement on the Subject Property. <br />5. That the Permittee shall comply with all applicable local, state, and federal regulations. <br />6.
