S£etch Plan Review <br />April ]5, 2005 <br /> <br />Tree Preservation Plan: The City's Tree Preservation Ordinance applies to your proposed plat. <br />A Tree Preservation plan must be part of the prelim/nary plat submittal. <br /> <br />Density Transition: Currently, City Code requires density transition between the proposed <br />single-t2mily urban size lots and the surrounding single-family rural lots'. Density transition <br />requirements must be incorporated into the preliminary plat submittal. <br /> <br />Wetlands: A portion of the property is wetland, which will need to be delineated and <br />encumbered with drainage and utility easements on the preliminary and final' plats. The City <br />anticipates adopting a wetland buffer ordinance in spring/summer 2005. Staff is requesting that <br />you give some consideration to implementing a wetland buffer where applicable throughout the <br />plat. <br /> <br />Traffic Generation Analysis: Engineering Staff will review additional traffic generation <br />produced by the proposed plat at preliminary plat review. <br /> <br />Grading and Drainage Plans: Grading and drainage plans will need to be provided during the <br />preliminary plat process. Ponding will be required prior to discharge into public water bodies <br />such as the on-site wetlands. A permit from the Lower Rum River Water Management <br />Organization will be required. <br /> <br />Streets and Access: The sketch plan proposes to convert the existing driveway on Tiger Street <br />to l Tt~t Avenue NW, which would eventually extend to the western property line. Phase 1 <br />proposes a temporary cul-de-sac, to serve the 5 proposed new lots. The plan also Shows an outlot <br />~'or a future connection to Wolverine St to the north. Staff will be recommending a similar <br />connection to the south. <br /> <br />Utilities: The new lots are proposed to be served by a common septic system, but must also be <br />designed to be served in the future wkh municipal sewer and water. Detailed information on the <br />system~ along with proposed wells, will be required with the preliminary plat. Staff will be. <br />working with you to determine what information is necessary for the submittals 'of both the on <br />site and municipal systems. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage and maintain the communal septic system. The City will review all <br />l-fOA documents prior to rdease of the final plat for recording. The HOA will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />~system, and the eventual connection to the municipal system when it becomes available. <br /> <br />Park Dedication: The sketch plan will be forwarded to the Park and Recreation Commission for <br />a recommendation on park dedication. The City'has the option for land, cash or a combination <br />thereol". [t is expected that a formal Park Dedication recommendation will occur at the <br />preliminary plat stage. <br /> <br />19 <br /> <br /> <br />
