CASE #: ~
REQUEST FOR SKETCH PLAN REVIEW OF MARIGOLD POND;
CASE OF OAKWOOD LAND DEVELOPMENT
By: Amy Geisler, Associate Planner

Background:

Oakwood Land Development has applied for sketch plan review to develop 102 urban single
fitmily residential lots on the property generally located on Highway 47 at .160th Lane NW. The
t~)llowing items are enclosed for your information:

a) Site location map
b) Sketch plan
c) City Staff review letter dated April 15, 2005

Notification:

No public hearing is required at the sketch plan stage of a plat. However, the City Council has
adopted a policy requiring notification of a proposed subdivision be sent out to residents within
350 feet of the subject property during sketch plan submittal. Staff attempted to notify property
owners within 700 feet of the subject property.

Observations:

Oakwood Land Development is proposing to create 102 urban single-family lots on 58 acres on
Highway 47 at 160th Lane NW. The property is currently located in the R-1 Rural Developing
district, with a minimum density of 1 lot per 2.5 acres. Development of the property with
municipal sewer and water will require a Comprehensive Plan Amendment, which will be
considered at the preliminary plat stage. If the property is approved for development with urban
services, the net density allowed under R-1 is three units per acre. The-sketch plan reflects a
gross density of 1.75 units per acre. All of the proposed lots appear to meet urban single-family
standards for lot width, size, and frontage on a public road; net density and lot standards will be
verified as a part of the preliminary plat review.

There are substantial wetlands on the proposed plat that will need to be delineated and
encumbered with drainage and utility easements on the preliminary and final plats. The grading
and drainage plan will have to be reviewed and approved .by the Lower Rum River Water
Management Organization (LRRWMO).

Current City Code requires density transitioning between the project area and adjacent rural size
lots. A 'Free Preservation Plan will be required at the time of preliminary plat review and
approwtl.

47
