Councilmember Connolly moved for the adoption of the following resolution: <br />RESOLUTION #00 -05 -127 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0521 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT AMENDMENT TO EXPAND THE <br />MANUFACTURING AND WEARHOUSING AREA. <br />WHEREAS, Stephen J and Jeane 1 Franta hereinafter referred to as "Applicant ", has properly <br />applied for a Conditional Use Permit Amendment to expand the manufacturing and warehousing <br />portion of their retail business on the property legally described as follows: <br />Lot 2, Block 3, Alpaca Estates, Anoka County, Minnesota <br />(the "Subject Property "). <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 of the Ramsey City Code on May 2, 2000, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br />2. That the subject property is located in the B -3 Highway Business District and is <br />approximately 1.24 acres in size. <br />3. That the surrounding parcels are zoned B -3 Highway Business. <br />4. That on March 24, 1992 the City issued a Conditional Use Permit to the Subject Property <br />for manufacturing activities related to a retail business in a Highway Business District. <br />5. That the applicant has submitted a revised site plan dated March 3, 2000 that proposes to <br />construct a 2,520 square foot addition to the existing 3,472 square foot building, the <br />addition will be used for manufacturing and warehousing purposes. <br />6. The proposed expansion of the building will not exceed the 35% lot coverage restriction. <br />7. That the proposed use will not be unduly dangerous or detrimental to persons residing or <br />working in the vicinity of the use, or to the public welfare. <br />8. That the proposed use will not substantially adversely impair the use, enjoyment or market <br />value of any surrounding property. <br />9. That the proposed use will not be designed, constructed, operated, and maintained so as to <br />be harmonious and appropriate in appearance with the existing or intended character of the <br />general vicinity and will change the essential character of the area. <br />
