That the proposed use will not be disturbing to existing or future neighboring uses. <br />12. That the proposed use will be a substantial improvement to the property. <br />13. That the proposed use will be served adequately by essential public facilities and services, <br />such as highways, streets, police and fire protection. <br />14. That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services and will not be detrimental to the economic welfare of the <br />community. <br />15.
