• <br />8) That the Applicant's submittal reflects that all operations occur inside the building and <br />basically consists of transferring the materials collected by route trucks onto semi - trucks for <br />transportation to final destinations (local and out -of -state recycling markets and landfills). <br />9) That the transfer station includes four overhead doors for incoming route trucks, one lowered <br />semi - trailer dock inside the building for loading open top trailers, and one standard loading <br />dock for loading van trailers. <br />10) That the transfer station is also subject to permitting procedures at Anoka County, Minnesota <br />Pollution Control Agency, and the Minnesota Office of Environmental Assistance. <br />11) That the proposed use will not adversely impact traffic in the area. <br />12) That the proposed use will not be dangerous or detrimental to persons residing or working in <br />the vicinity of the use or to the public welfare. <br />13) That the proposed use will not adversely impair the use, enjoyment or market value of <br />surrounding properties. <br />14) That the proposed use will be operated and maintained so as to be harmonious and <br />appropriate in appearance with the existing or intended character of the general vicinity and <br />such use will not adversely affect the essential character of the area. <br />15) That the proposed use will be adequately served by essential public services. <br />16) That the proposed use will not create additional requirements at public cost for public <br />facilities and services. <br />17) That the proposed use will not be detrimental to the economic welfare of the community. <br />18) That the proposed use will not be hazardous to existing or future neighboring uses. <br />19) That the proposed use will not involve uses, activities, processes, materials and equipment <br />and conditions of operation that may be detrimental to any persons, property or the general <br />welfare, by reason of excessive production of traffic, noise, smoke or glare. <br />20) That the proposed use will be in accordance with the objectives of the Comprehensive Plan <br />and the intent of Section 9.03.04 Conditional Use Permits and Section 9.14 Solid Waste of <br />the City Code. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Connolly and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Thomas Gamec <br />Councilmember Terry Hendriksen <br />Councilmember Margaret Connolly <br />Councilmember Susan Anderson <br />Councilmember Gerald Zimmerman <br />and the following voted against the same: <br />None <br />and the following abstained: <br />Resolution # 00 -04 -103 <br />Page 2 of 3 <br />
