The street improvements proposed with this project are identified in the City's current 10-year <br />Capital Improvement Program (CIP), and can be funded using a combination of Municipal State <br />Aid Funds and Stormwater Funds. Sanitary Sewer and Watermain improvements were not listed <br />in the CIP but are required to support future needs, and are feasible and cost-effective. <br />This project would best be constructed as a stand-alone project and is necessary, feasible, and cost- <br />effective from an engineering standpoint, and can be constructed as proposed herein. <br />2. INTRODUCTION <br />2.1 Authorization <br />Preparation of this feasibility report was authorized by the Ramsey City Council on December 10, <br />2019. <br />2.2 Program Overview <br />This project is designated as Variolite Street Reconstruction, Improvement Project No. 20-01. <br />This feasibility report explores proposed reconstruction of Variolite Street by the Stabilized Full - <br />Depth Reclamation (SFDR) method, which includes reclamation of the existing bituminous <br />pavement and underlying aggregate base and mixing asphalt emulsion into the reclaimed material <br />to give additional strength, then placing 4-inches of new bituminous pavement on top. <br />The Public Works Committee directed Staff to explore pedestrian crossing improvements at 161st <br />Avenue and traffic calming options along the corridor. The proposed pedestrian crosswalk <br />improvements at the intersection of Variolite Street and 161st Avenue are included in Appendix A. <br />To address traffic calming, Staff proposes narrowing the pavement and reducing the speed limit to <br />40 mph south of 163rd Avenue. The proposed typical section is included in Appendix A. <br />Per the 2040 Comprehensive Plan, trunk sanitary sewer and watermain improvements are needed <br />to serve portions of the City north of Trott Brook. Therefore, the existing trunk sanitary sewer <br />force main is proposed to be replaced with gravity sewer, and trunk watermain will be extended <br />north to 173rd Avenue. <br />A figure showing the location and scope of the proposed improvements is included in Appendix <br />A. <br />2.3 Scope <br />City Improvement project 20-01 proposes to reconstruct the existing bituminous pavement, narrow <br />the pavement width south of 163rd Lane, improve the pedestrian crosswalk at 161st Avenue, tie-in <br />to existing ditches, replacing force main trunk sanitary sewer with gravity sewer, extent trunk <br />watermain, and complete other appurtenant work to Variolite Street between Alpine Drive and <br />173rd Avenue, which totals approximately 12,000 linear feet (2.28 miles) in length. <br />Feasibility Report <br />Variolite Street Reconstruction <br />City of Ramsey Project No. 20-01 <br />2 <br />
