3. EXISTING CONDITIONS <br />3.1 Existing Streets <br />Variolite Street between Alpine Drive and 173'd Avenue was constructed between 1981 and 1983 <br />with bituminous pavement, class 5 aggregate base, and ditches. The street functions as a north - <br />south collector. The west side of the street cuts across 6 plats and 3 un-platted sections, while the <br />east side cuts across 7 plats and 2 un-platted sections. The existing right-of-ways vary from <br />approximately 80-feet to approximately 100-feet. The street is generally straight, yet meanders <br />within the right-of-way. The pavement width is generally 40-feet. Northbound right turn lanes <br />exist for access to the Woodlands and Sweet Bay Ridge neighborhoods. <br />Pavement maintenance operations have included crack seal and seal coat improvements in 1988, <br />an overlay in 1998, and crack seal and seal coat improvements in 2008. Spot patching has been <br />performed on an as -needed basis, and has been a yearly treatment recently. In 2018, Staff assigned <br />a Pavement and Surface Evaluation Rating (PASER) of 4 to this segment of Variolite Street. <br />PASER ratings were not completed for this street in 2019. PASER ratings are a numerical index <br />between 1 and 10 indicating the condition of a pavement based on various pavement distresses <br />present during visual observations. A PASER value of 10 represents a new pavement section, <br />while a PASER rating of 1 represents a failed pavement section requiring reconstruction. A street <br />segment summary is included in Appendix C. <br />In June of 2019, Staff took 3 traffic counts on Variolite Street as part of the 2019 MnDOT State <br />Aid traffic count schedule. <br />• Variolite Street south of 173rd Avenue: 685 ADT <br />• Variolite Street north of 161st Avenue: 1,420 ADT <br />• Variolite Street north of Alpine Drive: 1,584 ADT <br />The speed limit of Variolite Street is 50 mph, with the exception of a section north of Trott Brook <br />which has a reduced speed limit of 45 mph due to severe localized vertical displacement of the <br />pavement. <br />In 2017, Braun Intertec was employed to complete a ground penetrating radar (GPR) analysis for <br />numerous City streets, including this segment of Variolite Street. The GPR data determined an <br />average bituminous pavement thickness of 6.8 inches, and an average aggregate base thickness of <br />5.6 inches. The average pavement plus base section thickness was 12.4 inches, with a minimum <br />section of 8.5 inches located 150 feet south of 171st Avenue. It should be noted that the GPR was <br />not able to determine aggregate base depth for an 800 foot section of the road near 166th Avenue. <br />A summary table and charts of the GPR Analysis are included in Appendix C. <br />3.2 Subsurface Conditions <br />3.2. a Geotechnical Report <br />Northern Technologies Inc. (NTI) was employed to complete a Geotechnical Exploration Review <br />for this project, which included a total of sixty one (61) soil borings.
