Right -of -entry forms will be obtained from private property owners if work is <br />required outside City right-of-ways and easements. <br />Irrigation Systems: Developed properties along the project corridor may have private irrigation <br />systems. Staff will notify property owners of pending construction as far in advance as practical <br />to allow them time to move their irrigation systems out of harm's way before work begins. <br />Parking Restrictions: Parking is currently provided along both sides of the streets and is not <br />currently restricted except for overnight parking per City code. During this project, parking will <br />be restricted during allowable working hours. <br />Protected Turn Lanes: Protected turn lanes were considered at 161st Avenue and at Alpine Drive. <br />At 161st Avenue, the pavement is proposed to be widened to accommodate a pedestrian refuge <br />island. This reduces available right of way for a southbound right turn lane. Furthermore, adding <br />a southbound right turn lane would increase the crossing distance for pedestrians, reducing the <br />benefits of the pedestrian crosswalk improvements. Since the majority of traffic traveling to <br />Central Park, located west of Variolite Street on 161st Avenue, comes from the south, a northbound <br />left turn lane may be warranted and will be explored during final design. Staff feels a northbound <br />left turn lane at 161st Avenue would improve safety, especially for pedestrians, by removing the <br />chance for drivers to use the shoulder to pass vehicles waiting to turn left from the through lane. <br />At Alpine Drive, turn lanes are not proposed to be explored during final design considering the <br />stop condition for Alpine Drive and the low traffic volumes on Alpine Drive and Variolite Street. <br />There is simply not enough vehicle queuing to justify southbound right and/or left turn lanes. <br />4.3 Stormwater <br />No stormwater retention and/or treatment improvements will be required as a result of this project. <br />This project proposes to replace side street culverts on 8 of the 10 streets which currently have <br />culverts due to the age and conditions of the existing culverts. The 72-inch Trott Brook culvert is <br />full of water and cannot be inspected but is in good condition and is not proposed to be replaced. <br />4.4 Watermain Improvements <br />This project proposes to extend 12-inch watermain from the end of the existing 16-inch watermain <br />at 166th Avenue north to 173th Avenue as identified in the 2040 Comprehensive Plan. This will <br />allow looping of trunk watermain, and will support future development north of Trott Brook. <br />4.5 Sanitary Sewer Improvements <br />This project proposes to replace the existing force main sanitary sewer from 163th Avenue to 166th <br />Avenue with 21-inch gravity sanitary sewer as identified in the 2040 Comprehensive Plan. This <br />will provide greater flexibility for future development to the north and west, and will reduce head <br />loss due to friction in the pipe thereby increasing the capacity of the sewer system downstream of <br />the sanitary sewer lift station currently serving the Brookfield development and the new <br />elementary school.
