construction. Right -of -entry forms will be obtained from private property owners if work is
required outside City right-of-ways and easements.
Irrigation Systems: Developed properties along the project corridor may have private irrigation
systems. Staff will notify property owners of pending construction as far in advance as practical
to allow them time to move their irrigation systems out of harm's way before work begins.
Parking Restrictions: Parking is currently provided along both sides of the streets and is not
currently restricted except for overnight parking per City code. During this project, parking will
be restricted during allowable working hours.
Protected Turn Lanes: Protected turn lanes were considered at 161st Avenue and at Alpine Drive.
At 161st Avenue, the pavement is proposed to be widened to accommodate a pedestrian refuge
island. This reduces available right of way for a southbound right turn lane. Furthermore, adding
a southbound right turn lane would increase the crossing distance for pedestrians, reducing the
benefits of the pedestrian crosswalk improvements. Since the majority of traffic traveling to
Central Park, located west of Variolite Street on 161st Avenue, comes from the south, a northbound
left turn lane may be warranted and will be explored during final design. Staff feels a northbound
left turn lane at 161st Avenue would improve safety, especially for pedestrians, by removing the
chance for drivers to use the shoulder to pass vehicles waiting to turn left from the through lane.
At Alpine Drive, turn lanes are not proposed to be explored during final design considering the
stop condition for Alpine Drive and the low traffic volumes on Alpine Drive and Variolite Street.
There is simply not enough vehicle queuing to justify southbound right and/or left turn lanes.
4.3 Stormwater
No stormwater retention and/or treatment improvements will be required as a result of this project.
This project proposes to replace side street culverts on 8 of the 10 streets which currently have
culverts due to the age and conditions of the existing culverts. The 72-inch Trott Brook culvert is
full of water and cannot be inspected but is in good condition and is not proposed to be replaced.
4.4 Watermain Improvements
This project proposes to extend 12-inch watermain from the end of the existing 16-inch watermain
at 166th Avenue north to 173th Avenue as identified in the 2040 Comprehensive Plan. This will
allow looping of trunk watermain, and will support future development north of Trott Brook.
4.5 Sanitary Sewer Improvements
This project proposes to replace the existing force main sanitary sewer from 163th Avenue to 166th
Avenue with 21-inch gravity sanitary sewer as identified in the 2040 Comprehensive Plan. This
will provide greater flexibility for future development to the north and west, and will reduce head
loss due to friction in the pipe thereby increasing the capacity of the sewer system downstream of
the sanitary sewer lift station currently serving the Brookfield development and the new
elementary school. Other areas to the north and east could potentially be served by this lift station
Feasibility Report
Variolite Street Reconstruction
City of Ramsey Project No. 20-01
9
