in the future, but this would require an analysis of the reserve capacity of the lift station needed to <br />accommodate the additional flows. <br />4.6 Right-of-Way/Easements <br />Staff has anticipated additional easement will be required at the NW corner of Variolite Street and <br />161' Avenue to accommodate the pedestrian crossing improvements. Staff has reached out and is <br />working with that property owner. It is anticipated that all other improvements will occur within <br />existing City right-of-ways and/or easement, with the exception of tying into private driveways. <br />Therefore, potential costs for any right-of-ways or easements are not included in the probable <br />project costs. <br />Rights of entries from individual property owners may need to be obtained prior to construction <br />commencing for grading, driveway removals and paving, utility construction, and restoration <br />activities. <br />4.7 Permits <br />Permits that are anticipated to be required as part of the proposed improvements include: <br />• MPCA General Stormwater Permit (NPDES) Grading and Stormwater <br />• MPCA / Met Council Sanitary Sewer Extension <br />• MDH Watermain Extension <br />• MN DNR Dewatering <br />4.8 Minnesota State Aid Submittals <br />Variolite Street is a Municipal State Aid (MSA) street so the City receives MSA funds for the <br />reconstruction and maintenance of this street. Variolite Street must therefore be designed and <br />constructed to State Aid standards, which requires various submittals throughout the project <br />process, including: <br />• Request for State Aid Project Number <br />• Plan Submittal for MSAS Review, including; <br />o Plan Review Checklist — State Aid Only — No Bridge <br />o Engineer's Estimate <br />o Special Provisions <br />o ESAL Calculator (Equivalent Single Axel Loads) <br />o Pavement Design (MnPAVE Flexible Design Guidance) <br />o Drainage Design <br />• Lab Testing and Inspection Services Request <br />• Payment Request Form <br />o Release of state aid funds — 95 percent of the accepted bid price upon approval of <br />payment request and required documentation <br />• Final inspection/acceptance of completed work <br />o Site visit by state aid official. <br />Feasibility Report <br />Variolite Street Reconstruction <br />City of Ramsey Project No. 20-01 <br />10 <br />
