5. FINANCING <br />5.1 Opinion of Probable Costs <br />A detailed opinion of probable costs for the proposed improvements can be found in Appendix B. <br />The opinion of probable costs incorporates anticipated 2020 construction costs for the proposed <br />improvements with 10-percent contingency costs, plus 23-percent indirect costs for administrative, <br />engineering, financing and legal costs. <br />5.1. a Estimated Project Costs <br />Street Improvements <br />Storm Sewer Improvements <br />Sanitary Sewer Improvements <br />Watermain Improvements <br />Total Project Cost <br />$ 2,820,000 <br />$ 65,000 <br />$ 650,000 <br />$ 800,000 <br />$ 4,335,000 <br />5.1. b Incurred Engineering Costs <br />City Staff prepared the Feasibility Report in-house as part of Staff's normal duties. <br />Northern Technologies Inc. prepared the Geotechnical Exploration and Engineering Review, <br />included in Appendix D, at a cost of $29,750.00. <br />Hakanson Anderson prepared the topographic survey and roadway easement exhibit, at a cost of <br />$13,650.00. <br />WSB performed the pavement forensic report, included in Appendix D, at a cost of $1,283.00. <br />Braun Intertec performed the drain tile design report, included in Appendix D, at a cost of <br />$2,140.00. <br />5.2 Funding <br />5.2. a Assessments <br />At the September 17, 2019 Public Works Committee meeting, it was approved to move forward <br />with this project without the use of special assessments. Variolite Street has only 13 direct <br />accesses, and assessments on 13 properties would not recover the costs associated with the <br />assessment process. The September 17, 2019 Public Works Committee meeting report was <br />accepted at the October 8, 2019 City Council meeting. <br />5.2. b City Contribution <br />The City contribution to the project will include the full project amount.
