5. FINANCING 5.1 Opinion of Probable Costs A detailed opinion of probable costs for the proposed improvements can be found in Appendix B. The opinion of probable costs incorporates anticipated 2020 construction costs for the proposed improvements with 10-percent contingency costs, plus 23-percent indirect costs for administrative, engineering, financing and legal costs. 5.1. a Estimated Project Costs Street Improvements Storm Sewer Improvements Sanitary Sewer Improvements Watermain Improvements Total Project Cost $ 2,820,000 $ 65,000 $ 650,000 $ 800,000 $ 4,335,000 5.1. b Incurred Engineering Costs City Staff prepared the Feasibility Report in-house as part of Staff's normal duties. Northern Technologies Inc. prepared the Geotechnical Exploration and Engineering Review, included in Appendix D, at a cost of $29,750.00. Hakanson Anderson prepared the topographic survey and roadway easement exhibit, at a cost of $13,650.00. WSB performed the pavement forensic report, included in Appendix D, at a cost of $1,283.00. Braun Intertec performed the drain tile design report, included in Appendix D, at a cost of $2,140.00. 5.2 Funding 5.2. a Assessments At the September 17, 2019 Public Works Committee meeting, it was approved to move forward with this project without the use of special assessments. Variolite Street has only 13 direct accesses, and assessments on 13 properties would not recover the costs associated with the assessment process. The September 17, 2019 Public Works Committee meeting report was accepted at the October 8, 2019 City Council meeting. 5.2. b City Contribution The City contribution to the project will include the full project amount.
