Councilmember Hendriksen introduced the following resolution an moved for its adoption: <br />RESOLUTION #00 -03 -076 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0512 RELATING TO A <br />REQUEST FOR A CONDITIONAL USE PERMIT AMENDMENT TO ESTABLISH <br />ADDITIONAL ACCESSORY OUTDOOR RECREATIONAL USES TO A <br />RESTAURANT AND BAR <br />WHEREAS, Diamonds Sports Bar & Grill, Inc., hereinafter referred to as "Applicant ", has <br />properly applied for a Conditional Use Permit Amendment to incorporate a splat ball course, a <br />horse shoe pit, two (2) batting cages, basketball courts, roller hockey, broom ball, and boot <br />hockey into the permitted outdoor recreational activities at an existing restaurant and bar on the <br />property legally described as follows: <br />Lot 1, Block 1, The Diamonds <br />(the "Subject Property "). <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.04 of the Ramsey City Code on March 6, 2000, and that said public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br />2. That the subject property is located in the B -3 Highway Business District and is <br />approximately 16.6 acres in size. <br />3. That the surrounding parcels to the south and east are part of the Mississippi West <br />Regional Park and the property to the west is zoned B -3 Highway Business; the Subject <br />Property is bounded by Hwy. #10 on the north. <br />4. That the City has established a policy of requiring conditional use permits for outdoor <br />recreational uses in the commercial districts. <br />5. That on April 8, 1998 the City issued a Conditional Use Permit to the Subject Property for <br />outdoor recreational uses to include softball and volleyball. <br />6. That the Applicant has submitted a revised site plan dated February 8, 2000 that proposes <br />to modify the outdoor uses to include one (1) splat ball course, a horse shoe pit, two (2) <br />batting cages, a basketball court, roller hockey and basketball in the summer, and boot <br />hockey in the winter. <br />
