7. That there is approximately 1,100 feet between the nearest residential neighborhood and <br />the proposed outdoor recreational uses. <br />8. That the nearest point of the Subject Property is approximately 1,000 feet from the <br />Mississippi River but is not included in the Critical River Overlay District. <br />9. That the proposed amended uses will not be unduly dangerous or detrimental to persons <br />residing or working in the vicinity of the use, or to the public welfare. <br />10. That the proposed amended uses will not substantially adversely impair the use, enjoyment <br />or market value of any surrounding property. <br />11. That the proposed amended uses will be designed, constructed, operated, and maintained <br />so as to be harmonious and appropriate in appearance with the existing or intended <br />character of the general vicinity and will change the essential character of the area. <br />12. That the proposed amended uses will not be hazardous to existing or future neighboring <br />uses. <br />13. That the proposed amended uses will not be disturbing to existing or future neighboring <br />uses. <br />14. That the proposed amended uses will be a substantial improvement to the property. <br />15. That the proposed amended uses will be served adequately by essential public facilities and <br />services, such as highways, streets, police and fire protection. <br />16. That the proposed amended uses will not create excessive additional requirements at public <br />cost for public facilities and services and will not be detrimental to the economic welfare of <br />the community. <br />17. That the proposed amended uses will not involve uses, activities and equipment that will <br />be detrimental to any persons, property, or the general welfare by reason of excessive <br />production of traffic, noise, smoke, fumes, glare or odors. <br />The motion for the adoption of the foregoing findings of fact was duly seconded by <br />Councilmember Anderson, and upon vote being taken thereon, the following voted in favor <br />thereof: <br />Mayor Gamec <br />Councilmember Hendriksen <br />Councilmember Anderson <br />Councilmember Connolly <br />Councilmember Zimmerman <br />and the following voted against the same: <br />RESOLUTION #00 -03 -076 <br />Page 2 of 3 <br />
