10. That no blasting will be employed in the grading activity. <br />11. That no excavation will take place within the road right -of -way. <br />12. That the existing drainage patterns will not be substantially altered by the proposed <br />grading plan. <br />13. That silt fence will be placed along the boundaries of adjacent properties within 100 feet <br />of the area to be graded. <br />14. That the grading operation will increase the traffic to the subject property and <br />surrounding area for a very limited time frame. <br />15. That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br />16. That the proposed use will not substantially adversely impair the use, enjoyment, or <br />market value of any surrounding property. <br />17. That the proposed use will not be hazardous or disturbing to existing or future <br />neighboring uses. <br />18. That the proposed use will be a substantial improvement to property in the immediate <br />vicinity and to the community as a whole. <br />19. That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br />20. That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services, and it will not be detrimental to the economic welfare of the <br />community. <br />21. That the proposed use will not involve uses, activities, processes, materials, and <br />equipment and conditions of operation that will be detrimental to any persons, property, <br />or the general welfare by reason of excessive production of traffic noise, smoke, fumes, <br />glare, or odors. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Zimmerman and upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Thomas Gamec <br />Councilmember Margaret Connolly <br />Councilmember Gerald Zimmerman <br />Councilmember Susan Anderson <br />Councilmember Terry Hendriksen <br />and the following voted against the same: <br />None <br />and the following abstained: <br />None <br />RESOLUTION #00 -03 -073 <br />Page 2 of 3 <br />
