PROJECT MEMORANDUM - S.P. 0206-55 (T.H. 47) <br /> <br />Beginn)ng Ending Description ' Speed limit <br />Reference Reference <br />Point Point <br />34.256 34.802 .1 mile so~'tl~ of (~SAH 24 to CSAH 81 ' <br /> Four-lane rural divided roadway. <br /> <br />Proposed Project <br />Listed below are the improvements that have been considered along this section of TH 47. <br /> <br />Pavement Preservation <br /> l) On TH 47, mill 2 inches and overlay 2 inches from the north end of the TH 10 bridge (Reference <br /> Point 20+00.682) to Coolidge Street (Reference Point 22+00.033); a distance of approximately !.4 <br /> miles. <br />2) On TH 47, mill 2inches and overlay 2inches from 700' n°rthof 180th Lane (Reference Point <br /> 27+00.775) to County Road 81 in St, Francis (Reference Point 34+00802); a distance of <br /> <br /> · approximately'6.8 miles. <br />3) A three-inch thick layer of aggregate will be placed on existing aggregate shoulder~, for the entire <br /> length of the project. A drop-off next to the bituminous pavement has formed in many m-cas along <br /> the project. <br /> <br />Intersection related work (signals and turn laneq) <br />4) At TH l0 interchange ramp intersections (Reference Point 20+00.662 and 20+00.703); replace the <br /> two existing traffic signals. These signals are old, and Metro Traffic has asked that the signals be <br /> replaced. This work is currently part of'SP 0206-58. <br />5) At Pleasant Street (Reference Point 20+00.777) TH 47 is a four-lane undivided urban roadway. In <br /> Mn/DOT's 2000 to 2002 Trunk Highway Intersections Database, this intersection ranks 159th out <br /> of nearly 4000 intersections, based on crash costs. Metro Traffic has proposed re-striping TH 47 <br /> from two though-lanes in each direction, to a lef~ turn-lane and one though-lane in each direction <br /> at Pleasant Street. The existing traffic signal will be revised to provide a left turn signal. <br />6) At the entrance to SCI Recycling Service (west side of TH 47, just north of the railroad tracks; <br /> Reference Point 2 I+00), Metro Traffic has proposed constructing a north bound bypass Iane at the <br /> SCI Recycling Service entrance (see Figure 7 on page 4). This will allow northbound traffic to <br /> bypass vehicles turning into to SCI Recycling Service. Metro Traffic has also proposed adding a <br /> raised median between northbound and southbound lanes on either side of the railroad tracks. A <br /> - fatal crash occurred When southbound traffic went around the railroad crossing gate by crossing <br /> into the northbound lanes, The vehicle was struck by a train. The raised median wilI make it more <br /> difficult for vehicles to go around the railroad crossinggates, <br />7) At McKinley Street (Reference Point 21+00.585), Metro Traffic proposed adding left and right <br /> turn-[anes on TH 47, and re-aligning McKinley Street west of'TH 47, so that the though-lanes east <br /> and west of the intersection would line-up across from each other. Metro Traffic met with <br /> residents in the area in December 2004. The residents wanted a signal at the McKinley Street <br /> intersection; however Metro Traffic has determined that the intersection does not meet traffic <br /> signal warrants. In January, the Anoka City council voted to delay any work at the intersection, <br /> and to do further study. No improvements will be made at McKinley; Street as part of this <br /> project. <br />8) At 142nd Avenue (Reference Point 22+00.420), TH 47 was reconstructed in the late I990s. TH 47 <br /> at this intersect/on is a two-lane divided urban roadway with left and right turn-lanes in both <br /> directions to 142nd Avenue, and raised center median. Metro Traffic has worked with the City of <br /> Ramsey, and decided to prevent traffic on 142nd Avenue from crossing TH 47, or making left- <br /> tums onto TH 47. Left turns from TH 47 to 142"a Avenue, and right-tums from 142na Avenue to <br /> TH 47 will be permitted.
