Mavor Reimann suggested that the City look into purchasing the County's existing <br />counting equipment to use in counting the punch card ballots and also to subcontract to <br />count ballots for other communities in the county that also cannot afford to change to <br />optical scan units at this time. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to den.-,, entering <br />into a joi'nt powers agreement with the County of Anoka for the purpose of acquiring <br />optical scan voting equipment based on: a) the expenditure was previously recommended <br />for 1992 and is currently not budget for, b) the City made a recent investment in additional <br />voting equipment that is compatible with the County's current voting system. <br /> <br />Further Discussion: Councilmember DeLuca noted that there would also be additional cost <br />to the City in the form of ballot printing and ballot counting equipment if it does not change <br />to the optical scan unit with the County. Councilmember Pearson stated that wages for <br />election judges may also be increasing. Council directed City Staff to research the <br />possibility of the City acquiring the County's ballot counting equipment. <br /> <br />Motion carded. Abstain: CouncilmemberDeLuca~ Absent: CouncitmemberPeterson. <br /> <br />Case #5: City ttall Parking Lot Improvements: <br /> <br />City Engineer Raatikka reviewed the cost estimate for City Hall parking lot improvements. <br />The estimated cost was $38,300 and included construction of an additional paved parking <br />lot enclosed with a chain link fence, an access road to 153rd, overlaying the existing <br />driveways and parking areas at City Hall, and a topographic survey of the entire City Hall <br />property. Mr. Raatikka noted that the City Public Works Department will do the grading <br />and installation of gravel base. <br /> <br />Councilmember Cich questioned the need for a topographic survey estimated at $3800. <br /> <br />Mr. Hartley replied that a topographic survey is needed to construct the access road to <br />153rd; it is recommended that a topographic survey be performed on the entire City Hall <br />site in order that the necessary information will be available for future development of the <br />property. Mr. Hartley also noted that City Staff is recommending eliminating the fencing in <br />this particular project; it can be installed at a later date if vandalism does become a problem. <br /> <br />Councilmember Cich noted that no decision has been made to expand City Hall facilities at <br />it's present location to a campus type facility; only the topographic survey necessary for the <br />access road to 153rd should be accomplished at this time. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to direct City <br />Staff to prepare plans and a grading plan and obtain bids or price quotes for the <br />construction of the City Hall parking lot improvements and access road. Further, the plans <br />and cost estimates should be amended to eliminate fencing ($4,000) and limit the <br />topographic survey to the access road only ($1,000) versus the entire City Halt site <br />($3800). <br /> <br />Further Discussion: Councilmember DeLuca inquired as to the funding source for this <br />project. Mayor Reimann replied that the funding source will be the Fund Balance Reserve. <br /> <br />Motion carried.
