FC CASE

FORFEITED DODGE 4x4 PICKUP TRUCK
By: David Gustafson, Police Chief

Background:

In early 2001, Anoka County District Court ruled in favor of the City of Ramsey in a forfeiture
motion resulting in the City now being able to own/and or sell a 1997 Dodge pickup truck with
very low miles. The value of this vehicle is listed in the blue book at just under $17,000 dollars.
As of 1/24/01, there is an outstanding lien in the amount of $13,556,95 on the truck.

On January 16, 2001, Council accepted a Minnesota Department of Health grant in the amount of
$45,000. These funds will be used to pay the wages and benefits of the Crime Prevention
Specialist that was authorized in the 2001 General Fund Budget and approved by Council at the
January 16, 2001 meeting. Wages between 2/1/01 and 6/30/01 (Grant termination date) would
total $15,678.

The $15,678 that would be paid by the MN Grant could be used to purchase the 1997 Dodge
Pickup. The grant funds received would be in addition to what was budgeted for grant revenue
included in the 2001 General Fund Budget.

Staff Recommendation:

Authorize staff to satisfy the lien in the amount of $13,556.95 and obtain title to the 1997 Dodge
Pickup.

Council Action:

Motion to recommend Council adopt Resolution #01-01-XXX Authorizing the purchase and
setup of the Forfeited 1997 Dodge 4x4 pickup in the amount not to exceed $15,678.

Reviewed By:

City Administrator
Finance Officer

FC: 01/23/01
