FC CASE CONSIDER AUTHORIZATION OF HIGHWAY #10 REDEVELOPMENT PLANNING SERVICES ADDENDUM By: James E. Norman, City Administrator Background: The City contracted for planning services with Hoisington Koegler Group Incorporated (HKGi) on May 20, 1999, to perform a planning study for redevelopment along the Highway #10 corridor. The report was presented and accepted in November 2000. As part of the study, an area north of Highway/ti 0 between Sunfish Lake Boulevard and Ramsey Boulevard was used as a focus area for the study of a proposed fromage road system. The study discussed opportunities and constraints and made a recommendation where a frontage road system would be constructed. The Ramsey Economic Development Authority (EDA) directed HKGi to provide a quote for the same services with two additional segments. The two additional segments include the north side of Highway #I0 from Sunfish Lake Boulevard to the Anoka/Ramsey corporate limits and the north side of Highway #10 from Ramsey Boulevard to where the Highway #10 right-of-way and BNSF right-of-way intersect. The amendment to the study would be similar to the original study that would include the evaluation and graphical presentation of existing conditions, opportunities and constraints, and the preparation of a frontage road and redevelopment concept for each segment of the corridor. HKGi would complete this requested service for a fee not to exceed $5,000. Recommendation: During the EDA meeting of February 21, 2001, it was recommended that the City Council consider authorizing the HKGi Highway # 10 redevelopment study addendum for a not-to-exceed cost of $5,000. Funding for the services would come from the EDA fund. Council Action: Motion to authorize HKGi to perform a Highway #10 redevelopment planning study addendum.
