FC CASE <br /> <br />REQUEST FROM YOUTH FIRST FOR FUNDING <br /> By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />During the regular Council meeting of November 28, 2000, Stan Peichel, Principal of Ramsey <br />Elementary School, presented information to Council relating to the Youth First program. He <br />explained that with the group's vision, it was necessary to hire a part-time coordinator who is Jan <br />Pomeroy. Ms. Pomeroy was also present at the meeting. Mr. Peichel and Ms. Pomeroy <br />requested that the City of Ramsey commit to an annual line item budget of $5,000 to help <br />support the Youth First organization. By receiving this annual support, the organization can <br />remain viable and the contribution by the City is a way of showing that they value youth in the <br />community. Mr. Peichel explained that the organization is in the process of publishing framed <br />posters that will be posted in the community that addresses student responsibilities. The posters <br />will be posted in the schools as well as at local businesses. <br /> <br />At the time of the presentation, Mayor Gamec informed Mr. Peichel and Ms. Pomeroy that the <br />Council is in the process of reviewing budget items. Council will discuss the issue and get back <br />to them with an answer. Unfortunately, this issue was never discussed again at a Council or <br />Finance Committee meeting or a work session; therefore, it was not budgeted. <br /> <br />On February 1, 2001, the Mayor received a letter from Jean Kincanon, Chair of Youth First. She <br />was inquiring if a final decision had been made about the funding request. She stated in the <br />letter that Youth First had received $5,000 from each of the Cities of Andover and Anoka. <br />Anoka County contributed $10,000. If Council desires to donate $5,000 to the Youth First <br />program, money could be transferred from the Council Contingency Fund to the budget of <br />Mayor and City Council and paid out to the Youth First organization. A resolution stating this is <br />attached to the case. Adoption of this resolution would also ensure that a line item is added to <br />the budget to fund Youth First $5,000 annually. <br /> <br />Committee Action: <br /> <br />Motion to recommend City Council adopt Resolution #01-02-XXX authorizing the transfer of <br />$5,000 from the Council Contingency Fund to the budget of Mayor and Council for the Youth <br />First Program. <br /> <br />Reviewed by: <br /> <br />City Clerk <br />Finance Officer <br /> <br />FC: 02/27/01 <br /> <br /> <br />
