I,DING (CONCESSION STAND).

Fire Chief Kapler introduced the Lions Group to the Park Commission and stated they came to
thc Commission with an idea for a park structure.

Mr. Tim Carinc, Lions President, introduced the lions to the Commission.

Mr, Gordy Berger thought it was time to come up with a new structure for Central Park. He
showed the design and layout for the proposed structure. He stated they were presenting this to
scc what thc Commission thought of it.

Chairperson Johns asked if the new building would be the same size.

Mr. Bcrgcr stated this would be four times the size and would include electricity. He stated they
would raise thc floor higher and re-grade so it will not flood.

'Flue l~ions statcd they would like the structure to be stable and last a long time. The block would
be grat'fiti proo£. They indicated when talking with the Council, the City did not want a wood
bttilding and the current structure is showing its wear and will not last much longer.

Mr. Bergcr stated there would be a stage area in the building for presentations. He noted the
stage aftra would need to be low enough for liability reasons.

Fire (;hie[' Kapler stated they are researching ways to discourage skateboarders on City property
and maybe they could do something like this for the stage area.

Mr. Carine stated onc of the ideas with the stage being a permanent thing is it could be a band
shell type of idea.

Commissioner Ostrum stated he would like to see the stage permanently placed in the shelter.
Chairperson Johns agreed.

A1 (a representative of the Ramsey Lions) stated this would be available to anyone to use and the
do plan on having electricity to the building with a panel that would lock so there would not be
power to the outlets unless turned on. He indicated they would also have lighting that would
at~tomalically tttrn on at dusk.

A1 (a rep vesentative of the Ramsey Lions) stated the kitchen area will be tamper proof.

Mr. Bcrger stated it would be more of a serving area without running water.

Park and Recreation Commission/March 10, 2005
Page 4 of 11
