Case #1: Mississippi River Regional Trail

Parks/Utilities Supervisor Riverblood explained beginning in December 2004 and concluding
this pasl month, the Cities of Anoka and Ramsey partnered with Anoka County Park Department
lo prepare a f'casibility study to examine existing and proposed trail connections south of
Highways #10 and #169.

Mr. Nick Eloff, Planner for Anoka County Parks Department, noted the trail system is centered
around Kings Island which is the major hurdle because of the costs. He stated they hired
Hakanson Anderson to set the plan up.

Mr. I~;Io IT rcvicwed the trail plans with the Commission.

Parks/Utilities Supervisor Riverblood stated one thing that was omitted was a trail going over the
Hvcr with the new bridge and a separated pedestrian crossing. He would like this to be added to
the map.

Mr. [~;lolT stated on the CIP this is five to six years out. He thought this will be a good
opporttmity for the citizens of Ramsey.

Chairperson Johns thought the trail system looked like their plan.

Mr. l~loffnoted thc trail will need to be piece meeled in because it cannot be done all at once.

?arks/Utilities Supervisor Riverblood stated the feasibility study and routing plan sets the city
and county up for grants with other partners such as the National Park Service, MnDot, the Rail
Road, and perhaps private developers. He stated this is multi-jurisdictional and brings them up
higher on thc list of grant makers.

Chairperson Johns thought this plan was great and was a high priority of theirs.

Thc Commission concurred.

Parks/Utilities Supervisor Riverblood thought before this were approved, they have the final
changes done on the plans and then be brought back for review and approval.

Commissioner Ostrum thought they might want to clarify the bridge going over Highway 10 was
not part of'the p,'oposed plan for funding.

Parks/Utilities Supervisor Riverblood wondered if they could find out the costs for the crossing
over lbo river, if this could be estimated in the plans and marked as an estimated cost.

Mr. ElolT stated if they do a regional trail in the park, they will do a trail often feet.

Chairperson Johns asked when a trail is designated as regional, does the City maintain the trail.
She wondered how this worked.

Park and Recreation Commission/March 10, 21)05
Page 3 of 11
