FC CASE <br /> <br />CONSIDER AUTHORIZATION OF HIGHWAY #10 REDEVELOPMENT PLANNING <br />SERVICES SECOND ADDENDUM <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The City contracted for planning services with Hoisington Koegler Group Incorporated (HKGi) <br />on May 20, 1999, to perform a planning study for redevelopment along the Highway #10 <br />corridor. The report was presented and accepted in November 2000. As part of the study, an <br />area north of Highway #10, between Sunfish Lake Boulevard and Ramsey Boulevard was used <br />as a focus area for the study of a proposed frontage road system. The Council, in separate action, <br />on February 27, 2001, authorized addendum to the study area to include two additional segments <br />north of Highway #10 from Sunfish Lake Boulevard to the Anoka/Ramsey corporate limits and <br />the north side of Highway #10 from Ramsey Boulevard to Armstrong Boulevard. <br /> <br />As the consultant began to work on the project, it became apparent that it was necessary to <br />include segments south of Highway #10. The current study will show a frontage road system <br />between Sunfish Lake Boulevard and Thurston Avenue in Anoka, which will dissect the Anoka- <br />Hennepin Technical College property. An access point to Highway #10 should line up with an <br />access point on the south part of Highway #10 in Ramsey. Additionally, City staff has recently <br />had discussions with business interests in the area south of Highway #10 and east of Sunfish <br />Lake Boulevard. <br /> <br />Recommendation: <br /> <br />Staff requests authorization to perform an addendum to the Highway #10 Frontage Road Study <br />authorizing HKGi to perform the study at a not-to-exceed cost of $5,000. Funding for the <br />services would come from the EDA fund. <br /> <br />Council Action: <br /> <br />Motion to authorize HKGi to perform a Highway #10 Redevelopment Planning Study Second <br />Addendum to include areas south of Highway #10. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Finance Officer <br />Community Development Director <br /> <br />FC: 05/08/01 <br /> <br /> <br />
