Approve Elmcrest Park's Concept Plan <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On June 20, 2001, the Park and Recreation Commission concluded the Steering <br />Committee's work on Elmcrest Park's Concept Plan by approving the attached plan. The <br />plan represents the expected first phase of development and that identified in the <br />$100,000 Minnesota Amateur Sports Commission (MASC) and Minnesota Children <br />Families and Learning (CFL) Department Grant. <br /> <br />Observations: <br /> <br />In addition to the grant award, City Council, as part of the 2001 Capital Improvement <br />Plan, tentatively approved an additional $262,000 in Park Trust Fund monies to begin the <br />development of the Park. Staff is currently in the process of estimating the various costs <br />in order to outline a work plan for this first phase. <br /> <br />The goal has been to complete irrigated soccer fields as early as possible - recognizing it <br />requires a minimum of two growing seasons to establish turf that might be able to survive <br />the rigors of athletic field use. Upon City Council approval of the Park plan, the first step <br />would be to let bids for the required grading work. Staff will then be best able to define <br />the scope of the rest of the project to stay within budget and still meet the primary <br />objectives. <br /> <br />Grading is estimated to cost between $25,000 and $60,000, again, depending on the <br />limits of the project. <br /> <br />At this time, the Park Commission and Staff are requesting authorization to solicit bids <br />for the dirt work so that the above figure can be determined and the project can begin this <br />summer or fall. A first phase draft budget may be presented at the meeting. When <br />grading bids are received for Council award, a refined budget will be submitted. <br /> <br />The following is the general order or priority of initial construction efforts: <br /> <br />· City Council approval of the Concept Plan and authorization to let bids for earthwork <br />· Council approval of grading and first phase budget <br />· Grading <br />· Turf establishment <br />· Electric service <br />· Well and controls <br />· Irrigation and controls <br />· Class V <br />· Concrete curb <br />· Bituminous <br /> <br /> <br />
