Goal: Adopt and begin implementation of a plan for urban <br />growth to development opportunity areas in the City and <br />correspondingly amend city-wide Comprehensive Plan. <br /> <br />AC770N STEPS <br /> Conduct study that looks at extending sanitary sewer and <br /> water connections to development opportunity areas. <br /> · Commence the necessary environmental review processes <br /> Commence the necessary Comprehensive Plan revisions <br /> that includes a public participation process. <br /> · Develop policies and ordinances to implement an orderly <br /> transition of land to facilitate the goal. <br /> · If necessary, begin land and easement acquisition. <br /> <br />Goal: Implement a City Hall project. <br /> <br />A C TION STEPS <br /> Undertake facility and financial analysis of new Ramsey City <br /> Hall and make final decisions in regards to the timing of the <br /> project. <br /> <br />Goal: Determine needs for future municipal facilities and sites <br />for schools and acquire/preserve the land necessary to meet <br />these needs. <br /> <br />ACTION STEPS <br />· Analyze the needs for new municipal facilities and develop <br /> strategies for preserving and acquiring land thru annual CIP <br /> process. <br />· Discuss with School Districts serving the City future school <br /> district needs. Preserve land for future educational facilities. <br /> <br />Goal: Develop and implement a multi-modal transit plan that <br />specifically includes the Northstar Station. <br /> <br />/ICTION STEPS <br /> · Advocate for the funding of the Northstar Commuter Rail <br /> project and a Ramsey station. <br /> · Secure funding for Ramsey station construction. <br /> · Work with Anoka County to expand transit opportunities <br /> (i.e. Anoka Traveller) within the City. <br /> · Construct Ramsey Park and Ride to facilitate car pooling <br /> and the operation of the Northstar Commuter Coach. <br /> <br />3.4.04 PT <br /> <br /> <br />
