Mr. Paul Schmaltz, 16554 Quartz, stated there is nothing for the new east/west connection of the
City. tlc stated this is the missing piece to the puzzle. They are rushing into this without
examining the roadway positioning in the City. He indicated he would like to see more
consideration given to Comprehensive Plan Amendments.

Mr. Bud Augst wondered what the time frame was from previous zoning was.

Community Development Director Trudgeon stated there were no zoning changes done to this
parcel o I~ land. He stated they periodically update the zoning maps to reflect changes.

Mt-. Augst stated it must have taken some study to change the zoning seven months ago.

Community Development Director Trudgeon disagreed that the zoning was changed seven
months ago.

Commissioner Brauer stated what they were looking at was the result of when they were
reviewing the Comprehensive Plan; some areas were questionable so the map was redone to
correct mistakes. He stated the change in July involved a small number of properties in the City.

Mt'. Fred l~emkau, 6951 167th Avenue, stated they need to look at a road map before approving
~hc sketch plan. Ite stated 167th will not accommodate added traffic.

Mr. Tony Lee, 16685 Garnett, stated his concern is the quality of life in Ramsey. He stated they
moved here three years ago because of the open area in the City. He thought the City should
consider allowing only one unit per acre.

Mr..loc Smith, 16821 Garnett Street, stated when the site plan is looked at, there should be
consideration for transitioning because currently there is none. He stated he lives very close to a
cul-de-sac and if they open this up, the main traffic will go to his road. He stated that as a
registered voter in the City of Ramsey, he opposed the amendment of the Comprehensive Plan
and the Brookfield Addition.

Ms. Pattie Lewerenz, 7009 175th Avenue NW, stated these developments need to be looked at
closer. She thought it was uncalled for to run sewer up to these developments when people south
or' there will not have it until they sell. She asked why the lots needed to be so small. She stated
there are a lot of things that need to be looked at that have not been looked at before. She
thought they needed to look at the entire City and not just the one development. She thought the
development was too small in lots and the roads needed to be looked at.

Mt'. Michael Ellis, 17001 166th Avenue NW, stated he has a number of problems with this
development. One is the transition of homes; there is also a traffic factor. He did not feel the
neighborhood could handle the traffic. He stated the schools are already over crowded and they
need a high school. Itc recommended that the Commission not approve the Amendment or
Sketch Plan.

Planning Commission/March 3, 2005
