Associate Planner Wald stated the sketch plan is providing several different types of residential
unit styles throughout the development. The unit types include small lot single family, with 66-
t'~ot wide Jots, court homes, row house townhomes, and apartment facilities.

Associate Planner Wald reviewed that approximately 98 acres of the total 190 acre site is
proposing to be developed with residential units for a net density of approximately 8.0 units per
acre. She indicated Staff will need to determine density over the entire plat as part of the
prelim i nary plat process.

Associate Planner Wald explained the concept plan is providing a major north/south street
connection through the development to Alpine Drive. The proposed road alignment with County
Road 1 l 6 to the east is desirable. She stated Staff would suggest that the developer continue to
look at how to provide a stronger east/west connection throughout the development. She
indicated the subdivision is subject to an Environmental Assessment Worksheet which will
address in great detail transportation, water quality, and any environmental issues. The EAW has
been initiated and it is anticipated that during preliminary plat review baseline information
co~nplcted for the EAW will be available. She indicated the sketch plan is showing how the
exception picce could be developed and integrated into the project area.

Associate Planner Wald advised the City Council recently initiated a master planning study for
the area located west of Town Center, which includes the Pulte property. She stated the City
retained the services of a team of architects to complete the master planning study in a timely
manner. She indicated Staff has met several times with the master planning architects to work
through some preliminary concept plans specifically related to the Pulte property.

Associate Plmmer Wald explained the sketch plan process is intended to provide the developer
wifl~ general feedback and direction regarding a proposed subdivision. She stated that upon
receiving feedback from the Planning Commission and City Council, it is up to the developer to
decide when to proceed to preliminary plat and how to incorporate received feedback. She
indicated the applicant is requesting to discuss their proposed concept plan and solicit feedback
fi-om the )'lanning Com~nission.

Public Input

Cory l,epcr indicated he has been working with Staff for six to eight months, trying to determine
how they could provide a nice community. He stated they have strong traffic connections and
four pods of homes. He indicated they spent a lot of time with Staff and their planners to
develop a master plan. He stated the desire is to create nodes with open space around them, with
connections to the east to the Town Center and to the west to the Regional Park.

Chairperson Nixt asked about the current zoning. He stated it appears the single-family area in
thc center is currently zoned R~3 and R-2. He indicated the only portion of the development area
zoned R-1 is the northwest comer. He asked what the thought process is bringing single-family
into Ibc center.

Planning Commission/March 10, 2005
