Associate Planner Geisler explained BrightKeys is proposing to develop a combination of <br />townhomcs and single family-lots for the third phase of Town Center Gardens. The whole <br />development site is 51.91 acres. The property proposed to be developed in this phase is <br />approximately 21 acres in size, and is generally located on Bunker Lake Boulevard at Ramsey <br />Boulevard. She explained the preliminary plat proposes to develop 153 townhomes and 19 <br />single-family lots. The subject property has two different land use designations: Medium- <br />l)cnsity Residential (proposed PUD) and Mixed Use (Town Center -TC4a). The Medium- <br />l)cnsity portion of the plat is 33.12 acres (including the 1st and 2n~ Additions) with a net density <br />et~ 6.9 units per acre (allowable is 7 units per acre). The Mixed-Use portion of the plat is 7.83 <br />acres and has a net density of 9.9 units per acre (allowable is 10 units per acre). <br /> <br />Associate Planner Geisler explained setbacks and lot standards vary across the plat. In the <br />northern part of the plat, there are eight townhouse units that do not meet setback requirements <br />fi'om thc private roads and/or public street right-of-way. 25-foot driveways are provided with <br />these units. Most of the single-family lots do not meet R-1 Residential standards for lot width <br />and area. Both of these deviations are permissible if the request to rezone this portion of the plat <br />to PUl) is approved. The townhouse units in the TC-4a portion of the plat meet the requirements <br />et'' that zoning district. She indicated the open space numbers reflected in the case are inaccurate <br />and stal'f would like to verify the open space numbers if the Council decides to approve this <br />preliminary plat. <br /> <br />Associate Planner Geisler explained that the approved Master Plan for the Town Center shows <br />Town Center Drive being extended between the Subject Property and the Town Center property <br />to the west. City plans show Town Center Drive to connect to Variolite Street at Alpine Drive, <br />generally through the Subject Property, south of Alpine Drive. This street alignment will need to <br />be coordinated between this development and Ramsey Town Center 8th Addition to the west. <br />Because this issue has not yet been resolved, the applicant is showing an outlet in the <br />northwestern portion of the plat. She explained a traffic generation analysis was conducted for <br />the entire site when the 1st Addition of Town Center Gardens was platted. Staff has reviewed <br />this analysis and has determined that no changes are required as a result of this phase. She <br />indicated a tree preservation plan was submitted for the overall site as part of the first phase of <br />Town Center Gardens. The trees that were slated for preservation remain intact and will not be <br />af'lEcted by this phase of the development. The landscaping plan has been revised and is <br />acceptable. <br /> <br />Associate Planner Geisler indicated none of the proposed townhouse units meet the brick <br />requirements in the R-2 District and Town Center Development Guidelines. The R-2 District, <br />however, does allow this requirement to be waived if certain color and/or architectural elements <br />are added. The proposed units do show additional color and architectural elements, meeting the <br />R-2 requirements. The Planning Commission recommended that the buildings facing Bunker <br />l,ake Boulevard be required to meet the 35 percent brick requirement. She indicated the Park <br />Corn mission recmnmended that park dedication requirements for the plat be fulfilled with a cash <br />payment. The applicant is requesting permission to begin grading work on the northern half of <br />thc site, between the 1st Addition and 149th Avenue, prior to receiving final plat approval.
