Mr. ?,actsch inquired where the wetlands would be replaced and whether acquisition would be required Ibr tim replacement. Assistant l'ublic Works Director Olson replied the action tonight will begin the design for the sewer, and these details will be answered during the process of the design work. There will be land acquisition necessary, which has been known from the beginning. If there is mitigation required they generally try to mitigate within the existing wetland that is being impacted. This will bc determined as the project is designed. Mr. Zactsch inquired about the Chapter 8 impact and who the affected parties along the right-of- way arc. City Attorney Goodrich replied Chapter 8 of the City Charter relates to public improvements and thc specific assessment procedure the City uses when it undertakes to establish a special ~mscssment project. It has details outlined of what is necessary for the City to undertake a public improvement project. The first step is to order a feasibility report. The City is a considerable distance l?om having a feasibility report prepared to go forward with this project. The first thing xwmld bca public hearing and it would then be considered whether to go forward with the pro.)cct. Assistant Public Works Director Olson indicated the feasibility study has been requested and is in draft Form. It has not been accepted by the City Council because there are issues relative to where thc pipe will go and how much it will cost. The feasibility study Mr. Zactsch stated he has the same questions relating to Case Nos. 9 and 10. Councihncmber Elvig stated this is not the project that is on the books, and they are not planning on building the sewer pipe now. They are looking at how the sewer run might be, what costs would bc involved, and how it would impact different people. The City may not fund this; it could be Funded by a developer. It should be understood that this is part of a long process and this is .iusl one step to see if they can move forward. He asked if some of this route would go into tl~c county ditch. Assistant Public Works Director Olson replied there is a small segment in the northeast corner that goes in the county ditch. One of the reasons for going along the county ditch was to accomplish two things and be able to clean the ditch as well. Assistant Public Works Director Olson explained it is in their best interest to keep as much grade in the sanitmy sewer as they can by taking the most direct path. He would recommend cleaning thc ditch with this project, but he does not think there is the amount of easement necessary for this. Councihncmber Cook stated there are several reasons he likes this alignment. It reduces the impac~ on as few residents as possible.
