Also, it will be easy to access and they will have future access without having to tear up a <br />road. Lastly, hc has received quite a few phone calls from people talking about the cost of sewer <br />and water going north falling on the taxpayers. It is his understanding that sewer and water is put <br />in by the sewer and water capital improvement fund and the only people paying for a pipeline are <br />those connecting to a pipeline. In reality the costs are being bom by a developer or by the sewer <br />and water trunk fees and the sewer and water capital improvement fund. <br /> <br />Councilmember Strommen stated she has not supported the extension of sewer and water due to <br />tile need to complete the overall plan. This case pertains only to the alignment and she sees <br />advamages to this alignment over others. <br /> <br />Mayor (;mncc asked if the ditch would be cleaned next year regardless of this project. <br /> <br />Assistant Public Works Director Olson replied the City has received a lot of calls on that. It has <br />taken time to get through the legislative issues and the transfer of ditch jurisdiction. The ditch <br />cleaning has been on the CIP for a number of years, and staff's thought was that they would not <br />want to go in and rip things up again a couple of years after this project. <br /> <br />Bob l lamborg, 15755 Traprock Lane NW, questioned if the City is selling City bonds to pay for <br />any o['these sewer extensions. <br /> <br />Mayor Gamec replied capital improvement bonds will be utilized, which will be specific for the <br />project. The cost would be strictly to the users of the sewer and water and from the sewer and <br />water ~rt~st fund. <br /> <br />Finance OWtcer Lund explained revenue bonds would be issued, which would be paid by the <br />utility ftmd. Thc trunk charges collected would pay the revenues back on the bonds. She <br />explained when a development occurs a trunk charge for the sewer and water is paid by the <br />developer and is deposited into the sewer and water fund. Those fees would pay back the bonds. <br /> <br />Mr. Zaetsch stated he is confused about whether the project will be paid by assessments or trunk <br />fees. l lc asked if existing households would only face sac and wac charges if they did not hook <br />up. <br /> <br />Assistant Public Works Director Olson explained sac charges are required by the Metro Council. <br />Anyone that hooks up to the municipal system is required to pay sac, wac and trunk charges. <br />Anyone not hooking up to the system is not required to pay. <br /> <br />Mayor Gamcc indicated Mr. Zaetsch can come in and discuss his concerns with staff. <br /> <br />Assistant Public Works Director Olson clarified that only willing property owners that hook up <br />to tile City system would pay the fee. <br /> <br />City Council/April 12, 2005 <br /> Page 21 of 35 <br /> <br /> <br />
