Jim Overtoom, 16660 Jasper Street, stated he is concerned about the comprehensive plan and
lhat the installation of sanitary sewer and trunk line to the northeast or northwest will allow
significant development with urban lots within the area that has been a rural area of the City
since hc moved here. He agrees with Assistant Public Works Director Olson that from an
engineering standpoint this is probably the best alignment for the sewer. However, he is
concerned about the density that is going to be developed within the northeast area of the City of
Ramscy as opposed to the south. He has spoken with quite a number of residents to the northeast
of the end of thc interceptor line, and universally they are against a sewer line coming into that
portion o1' the City. They do not want to have further development of smaller lots within that
area el' thc City. The north end of the City of Ramsey is a rural community and he would ask to
preserve that character of the City of Ramsey as much as possible. The installation of this sewer
and/lie northwest interceptor will significantly affect that. He does not understand how they can
g() ahead with this without a comprehensive plan to guide the development of the City of
Ramscy.

Councihnember Elvig stated he does not necessarily disagree that there would be more density.
l lowever, universally people were thinking they would have to pay for the sewer extension
through their taxcs, which is not true, and that is why they were opposed to this.

l)cll l lowe, 16471 Sapphire Street, asked if the trunk fee will be greater to hook up to this sewer
extension in the Future than to hook up to an already established sewer and water neighborhood.

(:ouncilmember Cook replied connection fees are set every year and they are equal throughout
thc City.

Cotmcihnember Elvig explained in looking at all of the fees they have looked in the future
knowing there will be growth in the City and calculated all of the contributing costs. He stated
one of thc reasons he does not endorse the northeast run right now is because if it is run up to the
pumpkin patch there is not enough development in the area that is ready to go, or enough of an
idea that people would want to hook up to make it affordable to put in. The northwest extension
is dill'erent because there is a couple of big projects and a developer that could put a chunk of
money into it.

Motion by Councilmember Cook, seconded by Councilmember Olson, to select Option No. 1 for
thc extension of the sanitary sewer to the northeast area petitioning for sewer service, and that all
open house attendees of' February 7, 2005 be notified of this selection, and also that residents
contiguous to Option No. 1 be notified of this selection and that a follow up meeting be
con(lucled with these property owners.

l"urther discussion: Councilmember Elvig stated this project is not moving forward at this time,
it is a route that has been projected.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Pearson, and
St~'ommcn. Voting No: None.
