Assistant Public Works Director Olson reviewed that the Ramsey Town Center retail areas have <br />been set up to have the buildings close to the right-of-way lines. The zoning code specifically <br />requires most buildings to be within 0 - 5 feet of the front lot line to create a more urban look to <br />thc development. He reviewed the proposed policy on Right-of-Way Encroachment for buildings <br />in Ramscy Town Center. He explained the policy allows above ground encroachments with a <br />permit from the City. Underground encroachments up to one foot are permitted since the space <br />between the back of curb and the right-of-way line is limited and there are multiple utilities and <br />t'caturcs that need to be installed to meet the design guidelines adopted for Ramsey Town Center. <br />Aboveground features can be removed if the insurance lapses whereas below ground features <br />cannot be easily removed. <br /> <br />(',ouncilmember Strommen suggested the policy statement be changed to state "The City of <br />Ramscy has worked '";~ **'~ v ...... ~ ..... ~+~ ~ r ~ seeks to create " <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to approve a Policy on <br />Right-oI-Way Encroachment for Buildings in Ramsey Town Center. <br /> <br />Further discussion: Mayor Gamec inquired about there being adequate room for plowing <br />equipment to get through with the encroachments. Assistant Public Works Director Olson <br />repl led thc encroachments were analyzed to be certain there is enough room for the equipment. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Olson, Pearson, and <br />,'-;trommen. Voting No: None. Absent: CouncilmemberJeffrey. <br /> <br />Case #13: Revolving Loan Fund Guidelines <br /> <br />I;conomic Development Consultant Mulrooney indicated he was asked to review the Revolving <br />l~oan ["und guidelines and make suggestions for making them more current. The EDA reviewed <br />these changes at its February 16, 2005 meeting and made a formal recommendation that the City <br />Council adopt the new language. He reviewed the suggested changes to the Revolving Loan <br />I"und guidelines. <br /> <br />Councihncmber Elvig noted part of the EDA discussion was the limited fund availability and <br />revitalizing the fund to get some more growth in the commercial and industrial aspects. He <br />inquired il' outside private funding can be utilized to pool with this fund. <br /> <br />Economic Development Consultant Mulrooney replied tomorrow morning the EDA will look at <br />another tool to help elevate these fund with others and create a larger loan pool. There is also <br />some discussion locally with a business that might be participating in financing for the Revolving <br />I~oan t,'und and expanding it to a larger degree than it exists today.
