The comprehensive water study identifies the need for a water treatment plant to serve the future water needs of the City. The state has indicated that construction of additional wells after Well Nos. 7 and 8 may not be approved due to regional pressures on thc aquifer. They have suggested consideration of a surface water source. Use of a sm'thcc water source will require construction of a water treatment plant. The potential location lbr the water treatment plant is also near Fire Station No. 1. He indicated the pumphouse design should t0c flexible to allow for integration into the new water treatment plant. The alternative would be to economize the design so that the treatment equipment can be removed and the building demolished to make room for the treatment plant. C, ivil l.;ngineer II Linton reviewed the major work steps and proposed fees in the proposal. He explained the proposed cost for construction of Well Nos. 7 and 8, Pumphouse 4 and the watcrmain connection is $1,870,000. The sources for construction funds are identified as 50 percent Water Utility fund and 50 percent Tax Increment Fund No. 1 for Well No. 7 and 100 percent Water Utility fund for Well No. 8. Councihncmber Elvig inquired about the cost of the pumphouse. Assistant Public Works Director Olson replied approximately $540,000 was spent on the last pumphouse, which included everything inside of the pump house. Staff had considered constructing a 2 by 4 exterior shell that can be thrown away if it is not needed in the future. He indicated there are examples of what Bolton and Menk has done for treatment facilities, and the structure could be put in such a place that it can be integrated into a water treatment facility. Councilmcmber Elvig asked if there would be a security issue if brick is not used for the structure. Assistant Public Works Director Olson replied staff has not checked with the Department of [tcalth yet. The DNR has indicated there are regional pressures on the aquifer. He thinks they will have a fairly successful opportunity here. Councihncmber Cook suggested there may be something between 2 by 4's and brick. Motion by Councihnember Elvig, seconded by Councilmember Pearson, to approve the contract with Bolton & Menk, Inc. for the Design and Construction administration services for Water Supply Wells 7 and 8 and associated improvements for the not-to-exceed amount of $77,850. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Olson, and Stmmmcn. Voting No: None. Absent: Councilmember Jeffrey.
