CC Regular Session <br />Meeting Date: 05/12/2020 <br />By: Katie Schmidt, Administrative Services <br />7. 1. <br />Information <br />Title: <br />Adopt Resolution #20-095 Appointing Board and Commission Members <br />Purpose/Background: <br />The purpose of this case is to appoint members to the City's Boards and Commissions. <br />The City Council is responsible for appointing board and commission members to the Economic Development <br />Authority (EDA), the Environmental Policy Board (EPB), the Park and Recreation Commission and the Planning <br />Commission. It should be noted that the Mayor, per Minnesota Statute 469.095 has authority over the EDA <br />appointment. <br />Staff conducted the annual boards and commissions recruitment process for terms that typically begin April 1, <br />2020, but due to COVID-19, interviews were delayed and terms will begin May 13, 2020. Vacancies were <br />advertised in the Ramsey Resident, the Anoka County Union, on the City's website, on QCTV, on the City's <br />Facebook, and via the City's email notification system. <br />Seven new candidates and one returning candidate were interviewed by City Council. By consensus, the City <br />Council recommends the following individuals be appointed to the City's boards and commissions. <br />Per Minnesota Statue 469.095, pertaining to the Mayor's authority to appoint members to the Economic <br />Development Authority (EDA), Mayor LeTourneau indicated that he will select Mr. Ryan Heineman to be <br />appointed to the EDA; and by majority consensus, the City Council indicated approval with the Mayor's selection. <br />• Mr. Ryan Heineman to the Economic Development Authority for a 4-year partial term <br />• Mr. Jared Little to the Environmental Policy Board for a 4-year full term <br />• Mr. Justin Loss to the Park and Recreation Commission for a 4-year full term <br />• Mr. Matthew Guck to the Park and Recreation Commission for a 3-year partial term <br />Funding Source: <br />Funding for the City's boards and commissions is included in the 2020 General Fund Budget; therefore, there are no <br />additional budgetary implications associated with making the recommended appointments. <br />Recommendation: <br />To appoint the following members, effective May 13, 2020: <br />1) to the Economic Development Authority, Mr. Ryan Heineman to a term ending March 31, 2024; and <br />2) to the Environmental Policy Board, Mr. Jared Little to a term ending March 31, 2024; and <br />3) to the Park and Rec.Commission, Mr. Justin Loss to a term ending March 31, 2024; and <br />4) to the Park and Rec.Commission, Mr. Matthew Guck to a term ending March 31, 2023. <br />Action: <br />
