CC Regular Session 5. 8. <br />Meeting Date: 05/26/2020 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #20-104 Accepting Bids and Awarding Contract for Hedgehog Street Drainage Improvements, <br />Improvement Project #19-10 <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #20-104 accepting bids and awarding a construction contract for <br />Hedgehog Street Drainage Improvements, Improvement Project #19-10. <br />Background: <br />In 2018 the property owner at 15639 Hedgehog Street informed Staff that stormwater runoff from Hedgehog Street <br />and 156 th Lane NW flows through a ditch on their property but that lately the runoff was extending outside the <br />easement area to within about 10 feet of the back door. The property owner inquired what the City could do to help <br />prevent stormwater runoff from running into and ponding in their back yard. <br />In late 2018 and early 2019, City Staff collected topographic survey data, then prepared plans, specifications and a <br />cost estimate for a drainage improvement project that included re -grading the existing drainage swale along the <br />south property line of 15639 Hedgehog Street, directly across from 15(h Lane NW. A copy of the plans prepared <br />by Staff as used to solicit bids in 2019 and 2020 are attached for reference. <br />On September 24, 2019, the City Council adopted Resolution #19-234 approving the plans prepared by Staff and <br />authorizing advertisements for bids. Bids were then advertised in the Anoka Union Herald and on QuestCDN via <br />the City's website. On October 30, 2019, seven (7) sealed bids were publicly opened, and though the bids complied <br />with the advertisements for bids they were not competitive and were two to four times higher than the engineer's <br />estimate. On November 12, 2019, the City Council adopted Resolution #19-266 rejecting all bids and authorizing <br />Staff to advertise for bids again in 2020. Copies of both executed Council Resolutions are attached for reference. <br />The ditch and proposed grading improvements are located within an existing drainage easement that fronts several <br />properties in the area. Acquisition of permanent easements will not be required to complete this work. However, <br />temporary easements will be needed to complete some clearing, grading and turf restoration operations outside the <br />existing easements, thereby ensuring that stormwater runoff will be contained within the ditch and existing <br />drainage easements following construction. <br />Notification: <br />Bids were advertised in the Anoka Union Herald and in Finance and Commerce on May 1 and May 8, 2020. <br />Observations/Alternatives: <br />Observations: <br />Similar to all improvement projects over the past two years, bids were solicited, accepted and managed on-line via <br />the City's website using QuestCDN. This proved especially useful during the current pandemic since it did not limit <br />the ability for contractors to submit bids, for the City to receive and accept bids, and allowed on-line participation <br />during the bid opening <br />
