On May 20, 2020, seven (7) bids were received and publicly opened. All bids complied with the advertisement for <br />bids and though the bids were not competitive in general, the two lowest bids were competitive with the engineer's <br />estimate. A summary of the seven bids received is below and in the attached resolution. <br />CONTRACTOR <br />TOTAL BID <br />Dryden Excavating <br />$17,838.30 <br />Minnesota Dirt Works <br />$18,500.00 <br />Meyer Contracting Inc. <br />$30,567.16 <br />Vinco, Inc. <br />$32,915.00 <br />Blackstone Contractors LLC <br />$39,455.00 <br />Sunram Construction, Inc. <br />$43,916.00 <br />Kuechle Underground Inc. <br />$48,944.00 <br />Engineer 's Estimate <br />$20, 235.00 <br />Dryden Excavating of Anoka, Minnesota, submitted the lowest responsible total bid of $17,838.30 in accordance <br />with the approved plans and specifications and advertisement for bids, which is $2,396.70 (11.84%) less than the <br />engineer's estimate of $20,235.00. <br />It is important to note that the lowest bidder is a local grading contractor. As was discussed with Council in 2019, it <br />was hoped that bidding the project earlier in the year would result in one or more local grading contractors <br />submitting bids due to reduced workloads. This is important in that Staff is currently working to develop numerous <br />drainage improvement projects and will now plan to route such projects through the City Council to accommodate <br />bidding earlier in the season, unless of course the improvements are needed to address immediate safety concerns, <br />or if costs due to anticipated damage outweighed the estimated cost savings. <br />Alternatives: <br />Alternative # 1: Motion to adopt Resolution #20-104 accepting bids and awarding a construction contract for <br />Hedgehog Street Drainage Improvements, Improvement Project #19-10. <br />Funding Source: <br />Project costs include 18% indirect costs for administrative (5%), engineering (12%), and legal (1%) costs. Attached <br />is a proposal from Bolton & Menk for construction staking services in the not -to -exceed amount of $1,080. This <br />cost would be included under indirect costs for engineering, resulting in a project cost of approximately $21,049.19. <br />City Stormwater Funds will fund 100-percent of the improvements. <br />Recommendation: <br />Staff recommends alternative # 1. <br />Staff believes Dryden Excavating's low bid is very reasonable. Staff has also worked with Dryden on many projects <br />throughout the years and is confident in their ability to do a good job. <br />Action: <br />Motion to adopt Resolution #20-104 accepting bids and awarding a construction contract for Hedgehog Street <br />Drainage Improvements, Improvement Project #19-10. <br />Attachments <br />Resolution 20-104 <br />Resolution 19-266 <br />IP1910 Plans <br />BMI Staking Proposal <br />
