On May 20, 2020, seven (7) bids were received and publicly opened. All bids complied with the advertisement for
bids and though the bids were not competitive in general, the two lowest bids were competitive with the engineer's
estimate. A summary of the seven bids received is below and in the attached resolution.
CONTRACTOR
TOTAL BID
Dryden Excavating
$17,838.30
Minnesota Dirt Works
$18,500.00
Meyer Contracting Inc.
$30,567.16
Vinco, Inc.
$32,915.00
Blackstone Contractors LLC
$39,455.00
Sunram Construction, Inc.
$43,916.00
Kuechle Underground Inc.
$48,944.00
Engineer 's Estimate
$20, 235.00
Dryden Excavating of Anoka, Minnesota, submitted the lowest responsible total bid of $17,838.30 in accordance
with the approved plans and specifications and advertisement for bids, which is $2,396.70 (11.84%) less than the
engineer's estimate of $20,235.00.
It is important to note that the lowest bidder is a local grading contractor. As was discussed with Council in 2019, it
was hoped that bidding the project earlier in the year would result in one or more local grading contractors
submitting bids due to reduced workloads. This is important in that Staff is currently working to develop numerous
drainage improvement projects and will now plan to route such projects through the City Council to accommodate
bidding earlier in the season, unless of course the improvements are needed to address immediate safety concerns,
or if costs due to anticipated damage outweighed the estimated cost savings.
Alternatives:
Alternative # 1: Motion to adopt Resolution #20-104 accepting bids and awarding a construction contract for
Hedgehog Street Drainage Improvements, Improvement Project #19-10.
Funding Source:
Project costs include 18% indirect costs for administrative (5%), engineering (12%), and legal (1%) costs. Attached
is a proposal from Bolton & Menk for construction staking services in the not -to -exceed amount of $1,080. This
cost would be included under indirect costs for engineering, resulting in a project cost of approximately $21,049.19.
City Stormwater Funds will fund 100-percent of the improvements.
Recommendation:
Staff recommends alternative # 1.
Staff believes Dryden Excavating's low bid is very reasonable. Staff has also worked with Dryden on many projects
throughout the years and is confident in their ability to do a good job.
Action:
Motion to adopt Resolution #20-104 accepting bids and awarding a construction contract for Hedgehog Street
Drainage Improvements, Improvement Project #19-10.
Attachments
Resolution 20-104
Resolution 19-266
IP1910 Plans
BMI Staking Proposal
