Councilmember Elvig stated he appreciates Mr. Lueck's opinion on this. He explained people in <br />newer homes would say they do not want this cost right away on their tax roll. People in older <br />homes that are not on the list are requesting to be sure they are included on the schedule. Taxing <br />everyone across the board is a very difficult thing to do with the mix in private, public, and MSA <br />roads. <br /> <br />Mr. Lueck stated their area does not seem to have streetlights, but every time they question why <br />they are paying for streetlights they are told they are driving through Ramsey. His point is that <br />taxing everyone across the board is basically what is happening in the streetlight situation and he <br />does not buy that it is impossible with sealcoating. <br /> <br />Councilmember Cook stated assessing 50 percent based on road frontage is the most equitable <br />way to charge for the improvements, rather than on the value of someone's home. <br /> <br />Bob Tomaszewski, 17220 Tiger Street, stated he can agree with Mr. Lueck. There are <br />assessments for priority streetlighting, which all residents do not necessarily use. There are <br />drainage ditch assessments, and they are now being assessed on sealcoating. He questioned if <br />people can opt out of the sealcoat and noted there are streets in the middle of Ramsey that are not <br />paved. <br /> <br />Mayor Galnec replied the residents can submit a petition, but if the street breaks up the residents <br />would pay for the full cost of the street. <br /> <br />Mr. Tomaszewski questioned why some streets in Ramsey are not paved. <br /> <br />Mayor Gamec replied it is getting to the point where these streets have a higher maintenance cost <br />than blacktop streets. Several of these residents have been asked if they would like to have their <br />streets paved and some are going to have them blacktopped. The City has stated they will either <br />start charging for grading or they will need to work something out. There are two streets that will <br />be paved this year. <br /> <br />Mike Schelkoph, 7075 153rd Avenue, stated he is not here to complain about the overlay or the <br />cost, but about the timing. The area planned for this project along Ramsey Boulevard was <br />designated to have sewer and water. All of this money will be spent to do an overlay when sewer <br />and water should be put in. This is a health issue. Sewer has been dumped on the dirt for years. <br />The City promised sewer and water here 20 years ago and it has never come. <br /> <br />Mayor Gamec replied sewer and water is not feasible cost wise in some of these areas, because <br />the property owner has to pick up the charge from the trunk line. <br /> <br />Mr. Schclkoph asked what the City's position is when people start getting sick.
