Second, the estimate was for construction costs and did not <br />include soft costs. Third, very minimal architectural elements were included in the estimate. <br /> <br />Councilmember Elvig inquired if options for reducing costs can be reviewed for the second <br />parking ramp. <br /> <br />Community Development Director Trudgeon responded in the affirmative. He noted the second <br />parking structure may not require as much aesthetics, as it will be surrounded by buildings. <br /> <br />Kyle Williams of LSA Design explained the first decision that has to be made is the structural <br />system that will be used. As a structure, the pre-cast versus the post-tension is generally a little <br />less cxpensive initially. However, over the long term there are some maintenance issues with <br />pre-cast. A lot of the cost is due to what is added on the sides and how it is treated. <br /> <br />Mayor Gamec noted there may be long term cost savings by not using concrete due to the <br />maintenance costs. <br /> <br />Mr. Williams replied a better job has been done with the joints with pre-cast ramps, but there are <br />still issues and concrete will crack. <br /> <br />Community Development Director Trudgeon stated the goal is to have a reasonably priced, but <br />nice looking parking ramp. Some of the architectural elements have been removed to meet the <br />budget. Staff thinks this will be a project they can be proud of. <br /> <br />Ms'. Williams reviewed the plan for the Ramsey Municipal Parking Facility. He explained the <br />parking structure is proposed to be built in two phases. The first phase will occur in 2005 and <br />construct 590 stalls. The second phase will occur in 2009 and is proposed to construct an <br />additional 210 stalls. He explained the intent of the design is to be compatible with, but not <br />compete with, City Hall. The intent is to make it not look like a parking deck, to make it blend in <br />with the civic environment and to acknowledge its presence on Highway 10. The other goal is <br />that the structure should not look too much like a front side/back side building. <br /> <br />Councihnember Olson inquired if the security system includes monitoring. <br /> <br />Mr. Williams explained the structure would not be monitored; there would be cameras that <br />record ~br a certain length of time. Conduit will be run so it can be tied into the Police Station if <br />that is desired. <br /> <br />Councilmember Elvig questioned if phase 2 would need to commence once there is a theater if <br />there is not an elevator and access from the ramp built in the first phase. <br /> <br />Mr. Williams explained the theater and retail uses would be required to have access by code. <br /> <br />City Council Work Session/March 8, 2005 <br /> Page 2 of 5 <br /> <br /> <br />
