Assistant Public Works Director Olson explained it is not known exactly where the retail will go <br />and how the building would abut the stand-alone elevator and/or stairway. Staff sees some <br />potential partnerships with RTC that could benefit that particular stair tower and elevator and <br />also the retail businesses being built along Sunwood Drive. <br /> <br />Mr. Williams explained a simple metal stair is being proposed in phase 1 for access <br /> <br />Community Development Director Trudgeon indicated if there is a theater sooner rather than <br />later, there will be some parking issues. Given how well the first phase of the ramp is used there <br />could be some crunching. The beauty of it is that the crowds may come in on nights and <br />weekends. <br /> <br />Councilmember Elvig stated they will need to determine the capacity and costs quickly. There <br />will only be a certain pot because they are required to assess up to 50 percent. <br /> <br />Mayor Gamec asked if this section of the ramp could be an alternate bid. <br /> <br />Mr. Williams replied this can be done, but the cost would definitely go over the 7.4 million dollar <br />budget. <br /> <br />Assistant Public Works Director Olson explained the feasibility study identified two potential <br />improvements, one being this ramp. Early on it was discussed that 490 stalls would be part of <br />the first phase. That number was increased because they did not want there to be the need for a <br />Ibm'th layer to the ramp. It is important to note that they cannot necessarily take money out of <br />the second ramp because that is parking for that whole area. He advised they do not have the <br />financing set up for the second phase yet and they have never committed to that. The thing that <br />will catapult expanding this ramp is a dramatic increase of ridership on the transit services. If <br />that is the case it is a success and is justification for future funding for the expansion of that <br />ramp. <br /> <br />Councilmcmber Elvig stressed the need for further discussion on this topic in the future. <br /> <br />2) China Sister City <br /> <br />City Administrator Norman stated last fall he was contacted by Vern Hegg about the possibility <br />of a sister city relationship between Ramsey and Loudi, China.
