Council member Cook suggested the podium be located between the two tables.

Councilmember Jeffrey asked if the location of the screen relates to the position of the podium.

Mr. Baxley replied there will be a small screen on the podium.

Councilmember Cook asked if the screens the Councilmembers will use will provide access to
City documents.

Mr. Baxley replied typically there would be the ability to plug in with a laptop, but the screens
would primarily be for viewing.

Cotmcihnember Cook stated at some point there should be the ability to move away from paper,
and agendas could be provided on CD's. He suggested they may want to consider purchasing
laptops for the Councilmembers when they move into the new City Hall. He asked if the room
will not need to be darkened with the screens that will be utilized.

Mr. Baxley replied given the position of the chamber within the structure and the time of the
meetings, there will not be a need for room darkening. There would be the ability to fit this
within the framework, but it is not anticipated to be a problem.

Mt'. Baxley indicated the next step in the design will be a determination of how the wood and
surface material will go together.

2) Comprehensive Plan Process/Development Projects

City Administrator Norman explained in 2005, the City has already received 14 applications for
residential subdivisions. Some of the proposed subdivisions will need a Comprehensive Plan
Amendment in order to be developed. The City is in the process of updating its Comprehensive
Plan to anticipate and facilitate future development, including some of the pending development
proposals. Due to the need for the Metropolitan Council to finish its systems plan, the City will
not be able to complete the overall Comprehensive Plan update until the Fall of 2005.

City Administrator Norman indicated the Council will soon be considering two Comprehensive
?lan Amendments; one for the Gun Club property (Sweet Bay Ridge) and another for the
Brookfield subdivision near Trott Brook. Several members of the Planning Commission
expressed a desire to wait for action on these items until the overall Comprehensive Plan Update
is completed. At their March meeting, the Planning Commission recommended denial of the
Comprehensive Plan Amendments due to the pending update of the Ramsey Comprehensive
Plan. Since the March meeting staff has received another subdivision application from Oakwood
Land Development that will require an expansion on the MUSA line. He explained given the
fact that they are entering into the 2005 building season, staff is concerned that not allowing any
of the proposed developments to be considered until the Fall of 2005 will effectively bring a halt

City Council Work Session/March 15, 2005
