the Comprehensive Plan does not make as much sense as when it was studied with the MUSA <br />line. }fe stated the Comprehensive Plan is inefficient to meet today's needs under today's <br />standards. <br /> <br />Mayor Gamec inquired what type of criteria Councilmember Strommen would suggest be <br />N)llowed. <br /> <br />Councilmember Strommen replied the City went through a process with the Comprehensive <br />['lan. tter underlying concern is to go forward with these amendments without going through <br />that planning process that considers issues like green space and transportation. These issues <br />should be considered as these developments come through. <br /> <br />City Administrator Norman suggested he work with Councilmember Strommen in drafting a <br />letter for the Planning Commission. <br /> <br />Mayor Gamec stated each development that is considered includes a review of transportation and <br />an EAW. He believes all of these things are reviewed with every development in the City. <br /> <br />Councilmcmber Strommen stated one of her concerns is that the City has not completed studies <br />on the transportation corridor, future greenways, and open space. The City may not have the <br />option to implement what they want once these amendments go through because there may be a <br />development in the middle of an area they want to utilize. <br /> <br />Mayor Gamec stated the Council just reviewed the greenways and Engineering has information <br />regarding the wetland locations. <br /> <br />Assistant Public Works Director Olson indicated the greenways grant was never adopted by the <br />Council and staff will be meeting tomorrow to refine some of the areas. He explained wetland <br />delineation is required in every development. The current Comprehensive Plan does not really <br />include a wetland or greenspace plan, and that should be included. <br /> <br />Councihnember Pearson stated he agrees with the comments made by Councilmember Cook. <br />The Comprehensive Plan is outdated. There are not too many large parcels of land left and it <br />does not seem to make sense to develop them and not have sewer and water connected to them. <br />~l'hey should focus the higher density on the Town Center area, and when these other places <br />become available they should seriously look at getting water and sewer there. <br /> <br />Councihnember Cook stated the greenway map needs to be adopted before these developments <br />proceed to final plat approval. It has been mandated that Park and Recreation update their trail <br />map and that should also be completed before these developments proceed to final plat approval. <br /> <br />City Administrator Norman indicated Engineering and Planning staff have been working to <br />quickly have this information before the Environmental Policy Board and Park and Recreation <br />Board. <br /> <br />City Council Work Session/March 15, 2005 <br /> Page 4 of 9 <br /> <br /> <br />
