Councilmember Cook stated the City has paid to have a Comprehensive Sewer and Water Plan <br />completed for the City. Also recently completed was a plan update to the road system. It is time <br />to put these things together and adopt them and move forward. <br /> <br />Councihnember Strommen stated her fear is abandoning a commitment to well thought-out <br />planned development. If the direction to the Planning Commission is going to be not to consider <br />these amendments based on the larger planning process they need to give them something more <br />to work with. She is committed to the idea that there should be a plan for that area. <br /> <br />Councilmember Cook suggested there might be a way to outline the benefits of these <br />developments to the City and how they fit into their vision. <br /> <br />City Administrator Norman indicated he will work with Councilmember Strommen to draft the <br />letter to thc Planning Commission. The letter will be brought back to the Council. <br /> <br />3) Water & Sewer Hook-Up Policy & Ordinances <br /> <br />City Administrator Norman reviewed that in recent weeks, members of the City Council have <br />mentioned the possibility of removing City policies and ordinances that require water and sewer <br />hook-up. <br /> <br />Assistant Public Works Director Olson explained there is a discrepancy between the City Charter <br />and the City Code. The City Charter states hook-up is not required if there is a functioning <br />system. City Code states hook-up will be required if there is a need for repair, reconstruction, or <br />pumping, or within two years of the date that municipal sanitary sewer and water is available, <br />whichever is first. He stated he has consistently heard from the Council that residents will not be <br />forced to hook up to sewer and water. If this is the case it needs to be made clear in the City <br />Code. <br /> <br />Mayor Gamec stated no one should be required to hook up to sewer and water. Eventually when <br />systems fail people will likely want to hook up to City sewer and water. <br /> <br />Councihnember Olson suggested the code be linked to the state mandates. <br /> <br />rl'['le consensus of the Council was that City Code should be amended to <br />requirement to hook-up to sewer and water, with systems required to be <br />accordance with the pumping ordinance and state statute. <br /> <br />eliminate the <br />maintained in <br /> <br />4) NW Utility Extension Update <br /> <br />Assistant Public Works Director Olson reviewed that on December 6, 2004, the City Council <br />directed staff to begin the public participation aspect of the sewer design for the properties north <br />of the existing service area. On February 7, 2005, the City held an informational meeting with <br />those residents that could be impacted by the potential sewer alignments that would eventually <br />serve those properties that petitioned for the extension of municipal sewer services north of the <br /> <br />City Council Work Session/March 15, 2005 <br /> Page 5 of 9 <br /> <br /> <br />
