City Administrator Norman replied they have not, and they should become involved in the
process.

5) Urban Village Tours

City Administrator Norman reviewed that the City Council discussed the possibility of urban
village tours to such locations as Scottsdale/Phoenix, Arizona and Los Angeles, California,
during a work session held on February 28, 2005. The Council asked for specific information
regarding costs of such trips. Staff has obtained estimates and the trip to Arizona would be
expensive. There is an option to do a quick day trip to Easton, Ohio for significantly less cost.

Cotmcilmcmber Strommen commented that Sun Country Airlines flies to Los Angeles.

Mayor Galnec directed staff to report back to the Council when more information has been
obtained.

6) Public Relations

City Administrator Norman reviewed that at a recent work session, the City Council discussed
the possibility of public relations. He has studied public relations firms and has been in contact
with the firm of Goff & Howard, Inc. Some of the firm's experience is with the city of St. Paul,
Metro Council and the Taste of Minnesota. The firm has prepared a proposal to work with the
City of' Ralnsey.

Councilmember Olson inquired if this could be expanded to include public relations for Town
Center. She commented in the future they may want things like park activities to be publicized.

City Administrator Norman replied this group would love to work with Town Center. He
explained to thc firm that the developers have their own public relations. He wanted to impress
on them that is not the City's main focus. He noted it would be beneficial to inform the residents
about what is being done with Town Center.

Councilmember Strommen reported this topic was discussed at the last EDA meeting.

Mayor Gamec stated he basically likes this idea, but he would question spending this much
money on this at the present time. The trips for the urban village tours will need to come out of
the Council Contingency fund, and they may want to look at this when the budget is more
certain, lte stated the Ramsey Resident is the best vehicle they can utilize.

Assistant City Administrator Nelson explained the newsletter becomes a time issue and involves
a lot of staff time.

City Council Work Session/March 15, 2005
